Loki is arrested by the Time Variance Authority (TVA) when he creates a new timeline after escaping from the Battle of New York with the Tesseract in 2012.
Loki was recruited to work at the Time Variance Authority. Mobius M. Mobius instructed him to learn about the TVA and Loki worked at an office, where he read through TVA files and watched training videos.
So, rather than arriving at a TVA that had changed because Sylvie killed He Who Remains, Loki was actually in its past. Apparently, before creating the fiction of the Time-Keepers and the Sacred Timeline, the TVA agents knew they were working for a variant of Kang.
He Who Remains said that he “paved the road" for Loki to experience and control time slipping. He put Loki in the situation where his temporal aura would be scattered through different points of time inside the TVA, and his temporal aura acts like a rubber band, bringing Loki to different points of time.
Premise. After stealing the Tesseract during the events of Avengers: Endgame (2019), an alternate version of Loki is brought to the mysterious Time Variance Authority (TVA), a bureaucratic organization that exists outside of time and space and monitors the timeline.

How did Loki end up in TVA season 1?
Episodes. No. Loki is arrested by the Time Variance Authority (TVA) when he creates a new timeline after escaping from the Battle of New York with the Tesseract in 2012. The TVA resets the timeline, and this "variant" Loki stands trial in front of Judge Ravonna Renslayer for crimes against the "Sacred Timeline".
This version of the organization was created by He Who Remains, who sought to stop evil multiversal variants of himself from coming into being after a "multiversal war" waged between them led to him destroying the multiverse to stop them, by keeping the "Sacred Timeline" in check.
In The Avengers, Loki tried to mind-control both Hawkeye and Iron Man, but while he succeeded with Hawkeye, his attempts failed on Iron Man due to his arc reactor. Iron Man's arc reactor protected him from Loki's scepter, as the scepter needed to touch organic matter to work, and the arc reactor was not skin.
It was when he deliberately pushed his personal tempad bracelet forward so Sylvie could grab it during the fight and kick Loki through the time door. Which sent him to the past of the TVA, which is normally impossible. This started the time slipping.
Loki's time-slipping may have been caused by his encounter with He Who Remains and the breaking of the Sacred Timeline, by his travel through time at the end of season 1, or could be the result of a time-based attack by one or more Kang variants.
When Sylvie kicked Loki through the Time Door he went to the same TVA's own past. That's why Mobius and B-15 didn't recognize him at the end of season one. That's also why Loki saw those massive statues. Earlier in the TVA's history He Who Remains did not hide his identity behind robot Time-Keepers.
The once and future Victor Timely said he created the TVA to maintain the Sacred Timeline and prevent other Kang variants from arising. However, before Loki and Sylvie stormed into his Citadel at the End of Time, the TVA had a much different origin.
However, Agent Mobius struggles to remember their history and even O.B.'s name due to the mind wiping by He Who Remains. Conversely, Ouroboros is able to recall their history with no issue, including his conversations with Loki after the God of Mischief time-slipped back into the distant past of the TVA.
Deadpool is courted by the TVA to become a hunter but quickly clashes with them, leading to violent confrontations. Deadpool's previous time-traveling and universe-hopping antics in Deadpool 2 set up the TVA's awareness of him.
Citing the Marvel Visual Dictionary, this theory explains that Odin used magic to make Loki seem Asgardian. However, Odin must have used stronger magic than a simple illusion. Otherwise, Loki would have turned blue in Loki when he entered the Time Variance Authority (TVA) Office, where magic and powers did not work.

Yet later, when speaking to Loki, Sylvie demonstrates she still retains a memory of this cataclysmic event, even remarking on how she "saw [herself] becoming noodles." As a variant created outside the TVA's control, Sylvie seems to possess a stronger innate connection to the chaotic multiverse beyond ordered timelines.
There's been confusion among fans about whether or not Loki is worthy of wielding Thor's hammer, but Marvel has finally confirmed that the God of Mischief can indeed lift Mjolnir. The Immortal Thor #4 complicated the issue of Loki's worthiness by not allowing him to solely be the one to lift Mjolnir.
Thor holds his father in high regard, believing that there is no wiser king or better father. Thor was very sadden by his father's death, angrily blaming Loki for stripping Odin of his powers and banishing him on Earth.
It's not that he never had - or can never have - those powers, but rather that he hadn't obtained them yet. Classic Loki was powerful enough because he lived a long life and found ways to survive, even living through his own Avengers: Infinity War.
Loki's first season established the TVA as a place outside of normal time and space. He Who Remains and his servants didn't age over eons inside the Machiavellian bureaucracy. Mobius wasn't even sure exactly how long he'd been protecting the Sacred Timeline, since “time moves differently” at the TVA.
In the Deadpool 3 trailer, agents from the TVA knock on Wade Wilson's door on his birthday. It's unclear exactly what they want, but they do take him to see Paradox.
