Peeta saves her, saying that the girl looks just like Delly Cartwright, a chubby girl from their school who doesn't resemble the Avox in the slightest. Katniss plays along, though, and the conversation at the table relaxes.
Haymitch explains that an Avox is someone who committed a crime and had their tongue cut out. Katniss says it must be a mistake, and Peeta covers for her by saying the Avox girl resembles someone from there school.
Even though they don't speak and Katniss doesn't consider Peeta a friend, he saves her life when they are 11 and she is starving behind the bakery. He gives her a loaf of bread, one that he burned on purpose, and ever since that moment Katniss has felt like she owes Peeta.
How did Peeta save Katniss from starving a few years previous?
Several years ago, Katniss and her family were on the brink of starvation and Peeta gave her burnt bread from his family's bakery to feed her. She started off the last Games thinking she could never kill Peeta because she owed him her life because he saved hers.
Katniss recognizes him instantly, knowing that he is the boy who, five years prior, purposely burned bread and gave it to her to save her family and herself from starvation - an act that gave her the hope and courage to feed her family. For this, his mother gave him a black eye for being so clumsy.

How did Peeta save Katniss and her family Chapter 2?
There was a commotion, then Peeta returned with two burned loaves of bread, his mother yelling behind him to feed them to the pigs. He had a welt on his cheek where his mother had hit him. He cautiously threw the loaves to Katniss instead. Katniss brought the bread home and fed her family.
Long before Peeta risked punishment from his mother by throwing Katniss some bread, his father had pointed the girl out to him and explained to his son that he had once been in love with her mother.
But when Peeta found Katniss weakened and disoriented by the wasp venom, he saved her rather than choosing to kill her or lead the Careers to her. Peeta clearly still feels a sense of loyalty to Katniss, and he likely has genuine romantic feelings for her.
Peeta continues to protect Katniss, preventing her from taking her nightlock pill. Gale fails to shoot Katniss as the guards take her away, just as Katniss failed to shoot him earlier in the novel as he was being captured by the Peacekeepers. In the end, neither Peeta nor Gale is able to kill Katniss.
This suggests that Katniss loves Peeta, and not just because she feels that she owes him her life. Instead, Katniss wants to protect him and bring him home because she has strong feelings for him, even though she isn't sure what those feelings mean.
It took time for Peeta to break out of that conditioning, and even when the possibility existed that Peeta could be a danger to Katniss, the two of them still elected to be together and build a future in a post-Hunger-Games world. Their love for one another is evident.
He has betrayed her and is betraying all of District 12 by buddying up with the Careers, whom she calls the "Capitol's lapdogs." She decides that if the Careers don't kill him, she'd be more than happy to. Then, she wonders why Peeta hasn't told them about her bow and arrow skills yet.
No one on earth could endure the torture that Peeta went through without being horrifically traumatized, but the fact that he was so forthright about his love for Katniss didn't do him any favors in that department either.
He jokes with her, whispering that it's okay to kiss him since they're madly in love, but once Katniss begins to clean him in the stream, she can see how weak he is.
She apologizes to Peeta and, again, feels that she owes him. That night, she and Peeta say goodbye to Effie and Haymitch, who will go to the Games Headquarters.

Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.
Katniss has a conflicted relationship with her mother. Following her father's death, her mother fell into deep depression and now rarely speaks. As a result, Katniss has a difficult time feeling love and affection for her mother, even as she recognizes that her mother is a kind and intelligent woman.
Peeta tells Caesar that he and Katniss are already married. According to Peeta, the two married in secret and Katniss is now pregnant. The audience, who doesn't know Peeta is lying, can't bear the cruelty of their doomed fate as tributes in the Quell.
