Finnick tells her he can't carry both Mags and Peeta, and he turns to Mags and apologizes. Without saying a word, Mags grabs Finnick's face and kisses him on the lips before she runs straight into the fog. Moments later, the cannon blasts, signaling her death.
She volunteered to save Annie, clearly knowing she was not going to survive, and willingly walked to her death to allow Finnick, Katniss, and Peeta to escape the poison fog in the arena without being burdened by her, sacrificing herself without hesitation to protect them so that they would survive (and go on to help ...
They run away, with Finnick carrying Mags. Peeta has difficulty because of his artificial leg, but Katniss stays with him. The fog is often right behind them, and when Peeta finally stumbles, Katniss notices the left side of his face sagging. The fog doesn't just burn; it's also a nerve agent.
Rue ultimately saves Katniss in this chapter. Katniss' friendship with Rue keeps Thresh from killing her. He feels as if he owes Katniss for her kindness toward Rue and, indirectly, his district, and Katniss of all people understands not wanting to owe anyone.
Mags (Lynn Cohen) was a willing participant in the 3rd Quarter Quell. Despite knowing she wouldn't make it out of the arena alive, viewers grew fond of Mags as she was not only willing to volunteer for Annie to be in the Hunger Games, but stepped into the poisonous fog to sacrifice herself with no hesitation.

Why did Mags kiss Finnick on the lips?
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
(Katniss recognizes her because she was also in the forest outside District 12 when the girl was captured, and she feels guilty that she did nothing to help.) As punishment, the Capitol cut out the girl's tongue and then forced her into a life of servitude as an Avox.
Clove, the girl tribute from District 2, slams into her, knocking her down. Clove pins her, taunting her all the while, and says they're going to kill her like they did her ally, Rue. But just as Clove cuts Katniss's lip, Thresh, the boy from District 11, grabs her.
Peeta thanks Katniss for finding him and she says that he would have done the same. He talks about what Katniss should do if he doesn't make it back. She's worried that he might die, and to keep him from speaking of such things, she kisses him. It's her first kiss.
When Clove saw Thresh holding a large rock, she screamed for Cato. Thresh smashed the rock into her temple, denting her skull. Cato ran to her after hearing her cries, but Clove died in Cato's arms as he begged her to stay with him.
I'm stunned for a moment, by the pain, by trying to regain my wind, as I see Finnick close off Peeta's nose again. From where I sit, I pull an arrow, whip the notch into place, and am about to let it fly when I'm stopped by the sight of Finnick kissing Peeta.
As Katniss (Jennifer Lawrence) and her allies trudge through the rainforest, Peeta (Josh Hutcherson) accidentally hits the electro-magnetic forcefield and dies. Finnick (Sam Claflin) immediately performs CPR and saves Peeta's life.
While the Hunger Games film never talked about it, the Catching Fire novel explained why she could only communicate through hand gestures. Katniss briefly mentioned that a previous stroke could have caused Mags' garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity.
The female Morphling, however, appears almost coincidentally, and Peeta even mentions that they don't know her real name. Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause.
Mags was like family to Finnick. Mags volunteered for Finnick's love Annie Cresta in the 75th hunger games. And even though Finnick had a way of being outwardly suave and nonchalant to most people, he loved Mags so much. "She basically raised him," as Haymitch pointed out in Catching Fire.
The films, trying to be as faithful to the source material as possible, naturally had to include Finnick's death as well. In this sense, Finnick is the perfect candidate for upping the stakes of the plot via his death, as his hope for a future with his partner Annie made his demise seem even more untimely.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.
Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.
The woods are now ruined. Katniss decides that the Capitol views her and Gale's weekly hunting trips — and the one time that Gale unexpectedly kissed her, which Snow knows about — as flaunting her defiance in front of the entire district.
Katniss feels betrayed, most of all by Haymitch, who used her and Peeta. Eventually she wakes to find Gale there. He's badly injured and tells her the Capitol bombed District 12 after the Games. He got Prim and Katniss's mother out in time, but the District 12 is gone.
During the supposed execution of Snow, she instead shoots Coin, due to her being responsible for Prim's death. She then attempts to kill herself with the suicide pill attached to her uniform, but Peeta stops her.
Peeta chokes Katniss in Mockingjay because the Capitol has convinced him that she is a mutt designed to destroy the Districts. At the end of Catching Fire, he was captured by the Capitol when Katniss escaped the arena.
She's half-family, i.e., sorta or partially family, because there's affection but not blood relation. There are literally only 2 people in Finnick's family (Mags and Annie), and Mags is 1 of them.
Mags, an eighty-year-old woman, volunteered for the 75th Hunger Games in the place of Annie Cresta, becoming a tribute alongside Finnick Odair, whom she mentored in the 65th Hunger Games and (according to the book and film) practically raised.
Early on in Catching Fire, it was made clear that Mags didn't talk, and instead, she used hand gestures to communicate. Interestingly enough, her inability to speak was never directly explained in the movies. The book, on the other hand, insinuated that it was due to a medical condition.
