Has there ever been a film that was rated R specifically for using two F-bombs? A common thing that people tell you about the MPA is that for PG-13, you are only allowed one F-bomb in a non-sexual way (though there have been films with two or more uses), as they say that two uses can get a film rated R.
The MPAA rating system typically assigns a PG-13 rating if a film contains the word used once not in the context of sex. The R rating is normally required if the film contains more than one utterance or if the word is used in a sexual context. However, there are exceptions to this rule.
The Leonardo DiCaprio-starrer 'The Wolf of Wall Street' has 506 f-word expletives, according to the Guinness World Records. In total, the film has 687 expletives- an average of 3.81 swear words per minute.
Goodfellas ends up hitting 300 F-words, which is an impressive feat for a movie that's less than 150 minutes long. Much of that swearing is courtesy of Joe Pesci, who definitively proved here that few actors have ever been as good at swearing as him.
Finally, Star-Lord tells Nebula, "Open the f-cking door." According to Gunn, the swear word wasn't scripted but, while filming, he told Pratt to add it and they ended up keeping it. However, there's a point in the Guardians of the Galaxy Vol. 3 ending where the F-word would've perhaps been better used.
Strong language is permissible within a 12A but the frequency of use in Deadpool puts it firmly at 15. There is no upper limit on the number of uses of strong language at 15. The BBFC ratings info, then called BBFC Insight, noted the film contains strong bloody violence, strong language and sex references.
For the most part "Oppenheimer" has about as much language as many of Nolan's other films, like "Inception" or the "Dark Knight" saga. Where it differs is about eight to 10 F-words sprinkled throughout the movie. They do not come all at once, and they are not constant.

Younger generations are more likely to use swear words, with Gen Z swearing an average of 24 times per day compared to Baby Boomers swearing 10 times per day. Men (22 swears per day) also swear more than women (18 swears per day).
Swearing has become more widely acceptable over the past two decades because it is increasingly used for other purposes than to insult people, linguistics experts have said.
According to the MPAA's website: “A motion picture's single use of one of the harsher sexually-derived words initially requires at least a PG-13 rating. More than one such expletive requires an R rating.”

Believe it or not it is Joe Pesci has the record for most F-bombs in his movies, at 272. He's followed by Al Pacino with 197, Jason Mewes and Jonah Hill with 183 apiece . . . and Leonardo DiCaprio with 144.
Joe Pesci “is here to f–kin' amuse you” with a vulgar vocabulary. The Newark native, 79, reigns as the don when it comes to most “f–ks” uttered in his film career, with a staggering 272, according to a study by Crossword-Solver published on Oct. 4.
"Killers of the Flower Moon" is rated R, which I believe is the correct rating. The movie has three, maybe four F-words, which is shocking for a Scorsese film. "The Departed" had nearly 240.
