Plot. Intelligence officer Amanda Waller assembles two separate Task Force X teams, colloquially known as the "Suicide Squad", which consists of Belle Reve penitentiary inmates who agree to carry out a mission in exchange for shortened sentences.
The original Suicide Squad, called the Suicide Squadron, were a very expendable team that existed during World War ll. Comprised of trouble-making soldiers, they were led by a man named Rick Flag, Sr. The Suicide Squad is under the control of the government organization called Task Force X.
The Squad was separated into two teams: Team One consisting of Flag, Savant, Boomerang, Blackguard, the Detatchable Kid, Weasel, Mongal, Javelin and a recently-recaptured Quinn, whilst Team Two comprised of Bloodsport, Peacemaker, King Shark, Ratcatcher 2 and Polka-Dot Man.
Set in the same Arkhamverse a few years after Arkham Knight, the Suicide Squad is sent to Metropolis to kill the Justice League. Their minds controlled by Brainiac, Superman, Batman, Flash and Green Lantern have become supervillains, with an army of invading aliens at their backs.
Okay. The final exhibit at the in-game museum explains that Bruce did fake his own death at the end of Arkham Knight. Years later, having operated from the shadows as 'The Demon Bat', he accepted an invitation to join the Justice League and reveal that he was still alive.
But the reason people showed up at all is the Joker, a new squad member pulled from an alternate reality, rather than resurrecting Arkham's dead version.
Batman's death in the game is tragic, as he is still under Brainiac's mind control and becomes a murderer corrupted by an insidious presence. This means the horrific plot of Arkham Knight came to fruition, even if it is Brainiac, not Joker, disfiguring and puppeteering Batman.
Waller deducts ten years off each squad member's sentence and fulfill their requests (except for Boomerang, who is instead detained). Joker, who is still alive, breaks into Belle Reve and rescues Harley.
Why did the Justice League turn evil in Suicide Squad?
Rocksteady's latest game is set in Metropolis in the midst of an invasion by the alien villain Brainiac, who has brainwashed members of the Justice League to do his evil bidding. This leaves a newly-formed Suicide Squad—Captain Boomerang, King Shark, Deadshot and Harley Quinn—the only ones left to stop them.

Killer Croc is one of the most powerful members of the Suicide Squad for the same reason King Shark is: he's nearly indestructible. He might not exactly get along with the rest of the team, but he can cut down just about any enemy in their way.
For starters, they aren't a group of supervillains being controlled by the government. They work for the military. And the reason they're called a Suicide Squad is because they're willing to risk their lives to protect humanity. So, the members of the team aren't the usual rogues.

Amanda Waller is unquestionably a villain, but she doesn't draw the same sense of ire that other human, non-powered villains do. In fact, her commitment to her mission makes us want to root for her, as twisted as she can be. Even though she doesn't hide her scorn for people, she commands respect from us.

Batman: Ego may have given us a look into what Batman fears is the true reason he doesn't kill. But the true reason is that Batman has to set an example. For the future of Gotham to survive him, he has to hold himself accountable for the choices he'd wish the next generation of heroes to make.
Batman understands the implications of taking lives, having lived with the fallout of murder himself, and he always needs to return to a place where he doesn't let himself kill, even if at some point he stumbled on his path and broke (or came close to breaking) his rule.
In Batman Begins, he comments that he avoids killing to avoid become like the criminals he faces, believing that doing so will make him no better than his enemies. In The Dark Knight, Batman comments that he "only [has] one rule", likely referring to this.
