It's Cobb (frelling ) Vanth, the Marshall. He's still alive. He wore a blasterproof plate or was hit in a non-vital area. He'll be back and his town will fight alongside Boba Fett†.
Vanth refused Djarin's offer before being intimidated by another bounty hunter, Star Wars' infamous Cad Bane. Vanth is shown still alive in a bacta tank owned by Fett, recuperating from the injuries suffered at Bane's hands.
Shortly following this, Vanth was visited by Djarin, who asked him to assist Daimyo Boba Fett in his war against the Pykes. After Djarin left, Vanth was shot by Cad Bane, who told the inhabitants of Freetown that if the spice trade continued, they would remain unharmed.

Why didn't Boba Fett take his armor from Cobb Vanth?
Boba Fett's body bore evidence of scarification, which suggests he sustained severe injuries escaping the Sarlacc. Given that is the case, it is entirely possible he did not believe he would be able to get the armor back from Cobb Vanth and the residents of Mos Pelgo without help.
Cobb Vanth, also known as The Marshal, was a human male who lived during the First Galactic Civil War between the First Galactic Empire and the Rebel Alliance. Once a slave, he rose to become a sheriff of Mos Pelgo on the planet Tatooine.
