District 12: District 12 was the smallest and poorest district in Panem. The district was located in Appalachia and their main industry was coal mining.
Since District 12 was the poorest of Panem's districts, its tributes were almost guaranteed a quick death. Prior to the 74th Hunger Games, the district had produced only two victors. Most of its tributes were malnourished and impoverished, unaccustomed to the glamour of the Capitol.
District 1 is the wealthiest district in Panem, whose primary industry is the manufacture of luxury items for the Capitol. As a result, District 1 has a generally favorable relationship with the Capitol, although they are forced to participate in the annual Hunger Games like all the other districts.
Members of District 1 were known to produce luxury items such as jewelry. Due to their skill in craftsmanship, the goods that came out of District 1 were used to decorate the Capitol. Those who lived in District 1 were some of the wealthiest citizens of Panem.
In both movies, District 12 was depicted as a very scrappy place with scrawny and weak people with no potential, but the place and people seem more prospered and free in the new movie than in the first movie.
The four tributes all become victors of their respective Hunger Games. District 12, however, is still the smallest and poorest district in all of Panem. District 12's primary industry is coal mining, an industry that took the life of Katniss' father when she was just 11-years-old.
District 2 has the most Hunger Games winners, with five in total, and District 12 has the most prominent winners, including Katniss Everdeen and Peeta Mellark.

District 12's main industry is coal mining, but after the Second Rebellion the mines closed and their main industry became medicine. District 12 is the home of victors Katniss Everdeen, Peeta Mellark, Haymitch Abernathy, and Lucy Gray Baird.
Although it's still one of the wealthier districts, District 3's living attitude is poor, and is the poorer of the wealthier districts, and typically don't do well in the Games. According to The Hunger Games Adventures, District 3 is located directly to the west of District 12.
Katniss later learns that Peeta's family, which owns a bakery and is thus one of the more well-off in the district, can't afford most of the food they bake and eat mostly the stale leftovers that nobody buys.
The Hunger Games franchise has never confirmed that Lucy Gray and Katniss are related, despite speculation. The ending of The Ballad of Songbirds and Snakes leaves open the possibility that Lucy Gray and Katniss are related.
They simply could not risk having the entire country engulfed in a nuclear war. As a result of their political isolation, District 13 has never participated in The Hunger Games. After this agreement was reached, The Capitol cut off all outside access to the district and demolished the visible remains above ground.
Although it was not as poor as District 12, the security and Peacekeeping was far more severe and damaging; the citizens are not allowed to eat any of the crops- because nearly everything was reserved for the Capitol- and Katniss Everdeen describes the local housing as poor, even compared to the Seam in District 12.
District 4 is one of the wealthiest districts of Panem. Its major industry is fishing, and children are apparently trained for jobs in this industry at a young age.
According to the Capitol.PN, District 2 claims 1,937 in tesserae, making it the second richest district. If the population is 231,354 and they claim 1,937 that would equal to 0.008 tesserae per person, making it the richest District.
None of the citizens in District 12 were truly wealthy like the Capitol citizens were. But the wealthier citizens (the mayor and his family for example) had a distinct advantage, making it much less likely they would be in the Hunger Games.
After the war is over, Haymitch is sent to District 12 to look after Katniss, but for a long period after arriving he does not visit her, opting to stay in his house and drink. It is indicated that his relationship with Katniss and Peeta is somewhat repaired as time goes on.
As a result of Katniss Everdeen's actions at the end of the 75th Hunger Games, the Capitol's air force launched a massive retaliatory bombing raid on District 12. The Peacekeeper forces in the district withdrew, and the power to the citizens' homes was cut.
He is said to be strong, young, with dark and curly hair. Katniss even admitted that he looked attractive, especially with the grey Seam eyes he had, making him look dangerous. During these times, he was mentored by Rummage Lorman, since he is the only victor before Haymitch won.
While District 13 excels at technology and nuclear science, the Capitol tells everyone that District 13's one industry is graphite mining. District 13 is actually much more powerful than the Capitol wants everyone to think, and this causes tension throughout the story.
