Lord Farquaad first appears in the 2001 animated fantasy film Shrek as the dictatorial ruler of Duloc, which he attempts to rid of fairy-tale creatures. This sets the film's central plot in motion. He is a short man with a medieval pageboy haircut and an arrogant, temperamental, and cold demeanor.
Inspiration. There is speculation that Lord Farquaad's appearance was inspired by Michael Eisner, the then–CEO of The Walt Disney Company, because of producer Jeffrey Katzenberg's animosity toward his former employer.
His obsession over "perfection", need to be king, and short stature shows that he was a man with severe self-image problems, as noted by Shrek in the film. Farquaad overcompensates for his short stature by being domineering and controlling.

While we do not know what Lord Farquaad has against fairytale characters, since his backstory in Shrek the Musical can be considered its own canon-- it can be assumed he either has a bad experience with them, or a simple prejudice fueled by "perfection" for an all-human society.
MUC Wiki lists his height as 4'6", though none of the more credible wikis seem to have any concrete numbers. An interview with an actor from Shrek the Musical mentions his height as "3 feet".
