J.K. Rowling did not explicitly write the character of Luna Lovegood as a person with Asperger's. But because she is a good writer, she created a character with a distinct personality that is also familiar in many ways.
It's possible she accidentally wrote an autistic character. Many authors base their characters on people they've met. Right now it is believed 1 in 45 people are autistic, so it's possible Rowling met an autistic person that became who Luna was based on.
