Unlike most of Batman's enemies, Mr.Freeze is not inherently villainous. He is rather a nihilistic scientist driven by his determination to save his wife, Nora. However, he is willing to kill anyone in order to save her life, and is more than willing to destroy anyone for getting in his way.
Although originally a joke villain who used cold themed gimmicks, Mr. Freeze would be reinterpreted into a former cryogenics scientist who became a supervillain upon being involved in an accident that mutated him, making him unable to survive in warm environments without the use of a cryogenic suit.

The Joker. Joker is actually kind of over-used in my opinion, but in the Arkham series he shines. I especially like his portrayal in “Origins” which is much more focused and charismatic than his other incarnations.
Mr. Freeze had to kidnap several women who matched his late wife's characteristics, in both mental and physical states, going as far as modifying their DNA to hers to experiment with the vial before reviving his wife. In the end, it worked, and his wife came back to life cured.
If batman funds Mr. Freeze's research then the money that is earned from being successful will go back to Wayne Enterprises, back into batman' pocket. Also it keeps Mr. Freeze at bay by being able to keep his wife alive and not terrorizing Gotham.
In reality, the accident that had caused his "immortality" had actually deteriorated his body. Though his head was able to continue functioning, the rest of him withered away. He constructed an insect-like robotic carriage for his head, as well as a larger shell resembling his human form.
After faking his death, Gotham City believed he was dead. During this time, Fries rearranged his costume and returned, calling himself Mr. Freeze. To this day he continues to fight Batman and Robin.
Once the most human of Batman's rogues in the animated canon, Mr. Freeze now wrecked havoc and destruction amid a plot to encase Gotham City in ice. While seemingly ageless, cellular deterioration overtook his body, leaving Freeze little more than a head in a suit.
Freeze's Suit is a suit designed to keep Victor Fries at the sub-zero temperatures he requires to survive. In addition, it has multiple weapons and equipment that Freeze designed, it contains various counter-measures that allow him to control his immediate environment.
Nora suffered from terminal illness and was cryogenically frozen until Freeze could develop a cure. Although she is eventually cured of her condition in the mainstream comic continuity, she becomes a supervillain herself in both depictions of the event; known as Mrs. Freeze and Lazara.

The first version of the cryo-suit was an "air conditioned" costume, designed by Mister Zero in order to help him remain in temperatures below zero. The suit was equipped with a special glass helmet connected to a gas tank located on the back of the suit.
Even with all of these potent antagonists, one thing is abundantly clear: the Joker is far and away the most dangerous. His level of chaos, craziness, and volatility is unrivalled.
