Okoye is not of royal blood. She can never be Black Panther. Theres no other explanation needed than that. The Dora Milaje original purpose were to be bodyguards to the King & the potential wives to the king.
Okoye is a member of the Dora Milaje, which means 'adored ones” and is an order of bodyguards for the King of Wakanda. Her fellow Dora, for whom she would give her life, are among her closest allies and trusted companions. King T'Challa is the leader of Wakanda.

In the end, Shuri's interaction with Killmonger acts as more than just a highly-anticipated cameo. Finding Killmonger on the throne and hearing his violent point of view gives her the chance to confront her own emotions, no matter how dark they are.
