The plot is the culmination of a series of events that began with the Hulk being tricked into space by the Illuminati and a Life Model Decoy of Nick Fury. Planet Hulk shows the Hulk's subsequent exile and his imminent return to Earth to seek revenge on the Illuminati.
"Thunderbolt" Ross (also known as the Red Hulk) is a fictional character who appears in comic books published by Marvel Comics featuring the Hulk. Ross is a United States military officer, the father of Betty Ross, and the ex-father-in-law of both Glenn Talbot and Bruce Banner.

Red Hulk. The Red Hulk absorbs radiation from other people, increasing his strength and power to unimaginable limits. He defeated She-Hulk in their first encounter and it wasn't that close. Red Hulk also clearly possesses more power than the regular Hulk, effectively defeating him in battle.

Absorbing energy from the Negative Zone drains him. Red Hulk can overheat himself as the madder he gets the hotter he gets through the production of gamma radiation and is also vulnerable to mental attacks from powerful psychics.
He resented the fact that Bruce Banner, a civilian, was appointed supervisor of the gamma bomb project. Moreover, the general had contempt for the scrawny, intellectual Banner for failing to live up to Ross's own vision of true manhood.
TOBA Hulk killed Galactus and Franklin Richards, he killed The Sentience of the universe, who's an abstract entity. He grew so big, he dwarfed even a star and crushed it in his hands, the average star is 109 times bigger than the Earth and has over 333,000 times the mass.
The main reason why the Jade Giant comes always comes out on top is because of his trademark ability of getting stronger the more he gets angry. As the saying goes: “The angrier Hulk gets, the STRONGER Hulk gets!”. The Hulk's strength grows as does his anger. Meanwhile, Red Hulk doesn't have that ability.

The Red Hulks base strength is stronger than the hulks, so if Ross and Banner had just transformed into there hulk counter parts Ross would be stronger, but since the hulk gets stronger the madder he gets the hulk can potentially be stronger, while the red hulk get hotter the madder he gets.
Both the green Hulk and the Red Hulk are incredibly strong in terms of raw power, but the classic Hulk is stronger, at least when he's angry. Time and again, however, that strength has been no match for Superman.
