Joker may be one of the smartest and most cunning villains in DC history, but even he knows not to try and outsmart the Riddler. While the Joker is a criminal genius rivaled by almost no other villain in fiction, even he knows the Riddler is his intellectual better.
So in most of Joker's history he's characterized as being highly intelligent. In TDK he was always the smartest guy in the room, hatched an incredibly complex scheme against all his foes, and nearly won if not for losing a fist fight with Batman.
What IQ does the Joker have? In the 1990 novel, “The Further Adventures of The Joker,” it states that Arkham Asylum psychiatrists tested him, and he scored 140 with an aptitude for chemistry.
He is not restricted by the bounds of gamesmanship and can do whatever he finds funny at the time. Though Joker's crafting of elaborate plans to deliver jokes is similar to Riddler's need to draft sophisticated riddles, each man's compulsion couldn't be more different.
Of course, Joker and Riddler teaming-up would likely be an uneasy relationship - the pair have shown plenty of dislike for one another in DC Comics, and ultimately both would want to be the one who comes out on top against Batman, which would mean bettering the other.
While Joker does come up with brilliant plans, that's mostly because of his insanity. He thinks of things that no normal person would. So that would make him smarter, in the unconventional sense. Batman is smarter in the conventional sense.
As well financially Lex Luthor is doing better, so there's nothing really that Lex has to worry about Batman and I highly doubt Lex Luthor is questioning his intelligence to Batman. Lex Luthor is the smartest Human in the DC universe.
There is no zero point for IQ. We do not think of a person as having no intelligence (although we may be tempted to make that evaluation upon occasion).
Apart from his physical abilities, Peter is an intellectually-gifted scientific teen genius and has a prodigious aptitude in the physical sciences, with a high IQ level of around 150.
In his comic book appearances, the Riddler is depicted as a criminal mastermind in Gotham City. He has an obsessive compulsion to incorporate riddles, puzzles, and death traps in his schemes to prove his intellectual superiority over Batman and the police.
DC Comics has historically held up Bruce Wayne and Lex Luthor as the smartest people in the world, bar none, and Mister Terrific has been teased as the smartest superhero, though generally considered just behind the Dark Knight himself.
The Riddler in the films "Batman Forever" and "The Batman" may show signs characteristic of borderline personality disorder. The Riddler in "Batman Forever" reveals an unstable, incomplete identity characterized by chaos in his moods, actions, and self-concept.
A really good guess would be 400–300 since he has enhanced IQ; he can also work his alien technology that is so far ahead of regular human tech, that not batman could barely understand it, well…
Hulk and Banner are two distinct entities. Banner remaining inside of Hulk doesn't change Hulk's IQ. Which Hulk? If we're talking Savage Hulk, I'd put his IQ right around 99 on the Current “Wechsler IQ Classification” scale.
Of course, the Joker isn't as smart as some of Batman's other villains, or as the Dark Knight himself, but he is a genius-level intellectual who specializes in chemistry and psychology (ironic, considering his condition).
Superman is smarter in a processing manner, Batman is smarter in a decisive manner. Smart can mean alot of things. And yes, Superman is smarter than Batman in certain ways, but Batman overall is better at using his smarts more efficiently.
The Joker is portrayed as skilled in melee combat, from his initial appearances when he defeats Batman in a sword fight (nearly killing him), and others when he overwhelms Batman but declines to kill him.
Following her introduction to the comics in 1999, Harley Quinn was depicted as the sidekick and lover of the Joker as well as the criminal associate and best friend of Poison Ivy.
So while Batman and Joker don't necessarily hate each other, there is someone in the Bat-Family that Joker absolutely despises, and it's none other than the boy-wonder Robin. But the shocking thing is that it's not the Robin people would expect, it's not Jason Todd.
