As soon as the Mystics realize the Stranger isn't Sauron, they label him an "Istar." With this label, and several other hints throughout the episode and the season, The Rings of Power has all but confirmed that the Stranger is everyone's favorite wizard: Gandalf the Grey.
It is definitely not Gandalf or any of the other wizards. Meteor man is either Sauron or Tom Bombadil. Tom is older than anything on middle earth, why would he come in a meteor during second age? Well, time travel does not always go smoothly.
Although the Meteor Man is hypothesized to be many things, many also believe he will become Gandalf, precisely because his first interaction in Middle-earth happens with Harfoots, the Hobbits' predecessors. Both The Lord of the Rings and The Hobbit highlight Gandalf's (Ian McKellen) special relationship with Hobbits.
Who is the man that fell from the sky in the Ring of Power?
This revelation refutes any lingering theories that The Stranger (Daniel Weyman), the man who fell from the sky at the start of the season, is in fact Sauron, with the finale confirming he's actually one of the Istari, Tolkien's version of Wizards.
The Rings of Power season 1's finale may confirm the Stranger is a wizard, but the color of his costume and hair, as well as his personal grooming habits, all point toward Gandalf specifically.

Is the stranger Gandalf or Radagast?
That line is said by Gandalf in The Fellowship of the Ring to Merry. Now, the show hasn't outright confirmed The Stranger is Gandalf, but the Istar link and Fellowship callback means we're about 99% sure the fan theory has come true.
It's that friendship with Nori that develops throughout the season, according to Weyman, that shows the Stranger the path forward to becoming (we assume) Gandalf.
Gandalf was one of the five Istari sent to Middle-earth by the Valar in the Third Age. In Valinor he was known as Olórin. Gandalf was instrumental in bringing about the demise of Sauron in T.A. 3019, chiefly by encouraging others and dispensing his wisdom at pivotal times.
Once they have found Meteor Man, they believe him to be Sauron and offer themselves as his servants. Many fans also thought him to be Sauron and made a good case for it, but as it turns out, he is not Sauron. Instead, he uses his magic to save Nori and the other Harfoots from the White Cloaks.
The three mystics in white who have been hunting The Stranger throughout the season finally pursue him into the woods, where they say, “We've come to serve you, Lord Sauron.” But after a series of fearsome confrontations, it becomes clear that the mystics have got the wrong guy.
While The Rings of Power season 1 includes no overt clues to suggest a direct link between Harfoot characters and the Fellowship Hobbits in The Lord of the Rings, several subtle details indicate that Nori Brandyfoot could potentially be an ancient relative of Bilbo and Frodo Baggins.
Halbrand does not deny his heroism out of bashful humility, though; he knows that as Sauron, he's not the hero she wants him to be for the Southlands -- not when his plans involve scorching it into Mordor. No, Halbrand was never a hero, nor did he ever claim to be.
So far, in The Rings of Power, we have only met one Istar and all we know to call him is The Stranger. In Tolkien's lore, because Alatar was the first one chosen to travel Middle-earth to circumvent Sauron's plans in the second age, this is the most likely identity of The Stranger.
Originally, fans thought that the Stranger was Sauron. The way he crashed to Middle-earth in a Meteor gave him an other-worldly vibe, and the surrounding circumstances didn't bode well for his character. His fire wasn't hot and the snippets of language he used both pointed toward evil.
Melkor is the most powerful of the Valar but he turns to darkness and is renamed Morgoth, the primary antagonist of Arda. All evil in the world of Middle-earth ultimately stems from him. One of the Maiar of Aulë betrays his kind and becomes Morgoth's principal lieutenant and successor, Sauron.
Mainly Eru for going against his will and siding with Morgoth. After the fall of Morgoth and Sauron's rise to power his primary nemesis would be a collection of leaders who opposed him: Gil-Galad, Elrond, Cirdan, Galadriel, Celeborn, the line of Elros and the Numenoreans.
Sauron was a servant of Melkor, later known as Morgoth, who is mentioned in 'Rings of Power', basically Lucifer of Middle-earth who brought terrible destruction upon the earth and waged the greatest war against elves.
Though he appeared to the characters of The Lord of the Rings: The Fellowship of the Ring to be an aged wizard, Gandalf was actually an angel-like being known as a Maia. He was created by the god of Tolkien's works, Eru Ilúvatar, to help with the creation of the universe.
Like many characters in The Lord of the Rings, Gandalf was known by multiple names, but why Gandalf is called Mithrandir isn't completely clear. Starting in his teens, The Lord of the Rings author J. R. R. Tolkien enjoyed creating fictional languages with their own histories and grammar systems.
6 Gandalf. As previously stated, Gandalf is a Maia and is therefore superior to Elves regarding power. Still, this isn't to say that an elf couldn't develop enough skill and power to defeat a Maia. As a bearer of one of the Three Elven Rings (Nenya), Galadriel would have an edge against Maiar like Saruman and Radagast.
Why does Gandalf have no memory in Rings of Power?
By the grace of Tolkien's God, Eru, Gandalf is permitted to return in a completely different form, so while the character is still Gandalf, only his spirit remains from before.
If the Stranger is going to be any of the wizards, he's going to be Gandalf. Plus, he wears all-grey, is fond of adventuring with the Hobbit-y Harfoots, and speaks to fireflies in a way that is reminiscent of how Ian McKellen's Gandalf spoke with moths in Peter Jackson's film trilogy.
Tolkien wrote about five wizards: Gandalf the Gray, Saruman the White, Radagast the Brown, and two unnamed Blue Wizards. You probably already know about Gandalf the Gray, the wise and kind wizard, friend to hobbits, who was among the fellowship of the ring.
But Radagast was weaker and his role overshadowed by Gandalf's achievements. Therefore it is difficult to conclude whether or not Radagast failed. But it is clear that Tolkien had doubts following his criticism of him in the Istari essay and Radagast certainly did not fall into evil.
