In my opinion, the new Pennywise is a lot scarier. There are major music differences between the two films as well. The old version specifically use music so it is easy to predict when something will jump out on the screen. It is meant to make the moment suspenseful, but it comes off as cheesy.
But the truth about the first It is that it's actually less scary than you may remember. This is one of those shows that's far more disturbing when broken down in still images, which is how our brains often recall certain experiences, than it is as an actual moving picture.

Hot take: both versions fail to properly tell the story, and neither one is particularly scary. The 2017 movies are better at overall atmosphere, and the menace of Pennywise. Bill Skarsgard feels creepier than Tim Curry to me. His vacant stares, and insectile movement is off-putting, and its supposed to be.
