Spoilers follow for Black Panther: Wakanda Forever. Drumroll, please … the new Black Panther is Shuri, T'Challa's genius younger sister played by Letitia Wright. In fact, Black Panther: Wakanda Forever is Shuri's movie through and through.
However, based on comic book canon, this is not the first time Shuri has taken on the mantle of Black Panther, nor is it the first time a Black woman has worn the suit. In comics, there have been four women who took on the mantle of Black Panther.
Shuri became the new Black Panther in Phase 4's Black Panther: Wakanda Forever, setting up a huge role for her in the MCU's future. The late Chadwick Boseman debuted as T'Challa, a.k.a. the Black Panther, in 2016's Captain America: Civil War, quickly becoming one of the MCU's most popular heroes.
As such, Shuri didn't fight for the Wakandan throne because she understood it wasn't right for her to do so at the time - and this marks a pivotal step on her journey to accept grief and find some inner peace, making it the right decision in the long run.
The most likely option for Shuri to give up being Black Panther is for her to pass on the role to her nephew when he becomes an adult. The young T'Challa will likely be Black Panther one day.

When you watch the movie a second time, it's evident Ramonda was likely trying to tell Shuri about T'Challa's secret son with Nakia, Prince T'Challa, who is finally introduced in the film's mid-credits scene. Before Namor's arrival, Ramonda mentioned how T'Challa's presence is still with her.
Shuri urges Namor to yield, to spare both their people. "Vengeance has consumed us," she says. "It will not consume our people." Thankfully, Namor yields.
Marvel Studios' Assembled: The Making of Black Panther: Wakanda Forever saw fight coordinator Aaron Toney explain why the Black Panther had to damage Namor's ankle wings in the movie. According to Toney, the decision was made to humanize Namor in his fight with Shuri — and the wings will grow back in the MCU.
The events of Black Panther: Wakanda Forever, as well as general MCU trends, make Black Panther 3 likely to happen eventually, though it may be some way off.
