While Effie Trinket is one of the most beloved characters in The Hunger Games, she's also inadvertently a cruel member of the Capitol. As a villain with heroic moments, she genuinely cares about Katniss and wishes the best for her. However, the way Effie smiles throughout the Reaping can't be anything but inhumane.
The Hunger Games movies reveal Effie to be highly insensitive to the tributes' plights, which at first made her seem despicable. However, as time went on, she slowly grew on Katniss.
