He serves as an oasis of calm for Katniss because he is one of the first people from the Capitol who treats her like a person. Cinna openly acknowledges the tragedy of her position and the cruelty of the games, but he also encourages Katniss not to abandon hope. He gives her a measure of dignity she did not expect.
Haymitch is one of Katniss' main mentors throughout the series as he provides her with guidance as a tribute in the games, but Cinna is also an extremely influential mentor figure for her.
