TV-MA is a more severe rating than R. TV-MA is the equivalent of NC-17 in the US. Note that R and MA are used by two different groups. The MPAA (Motion Picture Association of America) uses a rating system that you can review here where R is the second most severe, coming up behind NC-17.
The new ratings system began with four categories: G (general audiences), M (mature audiences, changed in 1969 to PG, parental guidance suggested), R (restricted, no children under 17 allowed without parents or adult guardians), and X (no one under 17 admitted).
PG: PARENTAL GUIDANCE SUGGESTED. Some material may not be suitable for children. PG-13: PARENTS STRONGLY CAUTIONED. Some material may be inappropriate for children under 13.

Is PG-13 OK for 7 year olds?
According to the Motion Picture Association, the PG-13 label means the movie is fine for kids over the age of thirteen. It may not, however, be appropriate for children under thirteen because of language, violence, nudity, and other mature content. But some parents say many PG-13 movies make them uncomfortable.
Films rated PG13 is an advisory rating for parents to note there are scenes or themes unsuitable for younger children. However, there's no age restriction; so the parent can choose to allow or bring the child for the movie.
TV-MA Mature Audience Only This program is specifically designed to be viewed by adults and therefore may be unsuitable for children under 17. This program contains one or more of the following: graphic violence (V), explicit sexual activity (S), or crude indecent language (L).
– Why is it called R-rated? Movies that mostly contain adult material ranging from gore, explicit content, and nudity to graphic violence, are termed R-rated. The R stands for 'restricted' viewing.
The rating does not designate films as pornographic or obscene, but simply that the content is suitable only for adults. The rating may be issued because of violence, sex, drugs, or other elements. The MPA's "NC-17" rating symbol.
The NC-17 rating rarely sticks to a film because it limits its reach. Most cinemas won't show NC-17 films, and most stores won't stock them because they're either a touch too violent or (most likely) too sexual.
The MPA gave the movie an NC-17 rating "for some sexual content." NC-17 is a higher classification than an R rating and means no one under 17 years old can be admitted to see the movie, whereas for rated-R films, those under 17 can see the movie with a parent or guardian. Other labels: If a film has not been submitted for a rating or is an uncut version of a film that was submitted, the labels Not Rated (NR) or Unrated (UR) are often used.
The first R-rated movie was “The Split,” a 1968 noir starring Jim Brown and Gene Hackman. From The World-Herald archive, an ad for "The Split," the first R-rated movie. The X rating basically just meant “not rated,” and restricted anyone under a certain age, even if they had an adult guardian with them.
A TV-Y rating means that programming is appropriate for children of all ages. TV-Y7 indicates that programming is designed for chil- dren ages 7 and older. An additional rating, TV-Y7-FV, is used to indicate that a program contains “fantasy violence” that may be more intense or combative than other TV-Y7 programs.
The R-rating doesn't ban children under 17 from a movie, it restricts them to watching it with a parent or guardian (and includes a recommendation that parents and guardians learn more before allowing their child to see the movie).
The R rating means that children under 17 years are not admitted to the theater without a parent. Movies may get an R rating for different reasons. This rating is given for nudity, profanity, or violence.
The NC-17 rating is the highest rating (even higher than the R-rating) that a film can be given, and it means the movie is for adults only (ages 18 and older) and no one age 17 or younger will be admitted. This rating, prior to 1990, was previously rated X.
TV-Y7-FV (Directed to Older Children - Fantasy Violence) - Programs where fantasy violence may be more intense or more combative than other programs in this category will be designated TV-Y7-FV. Equivalent to soft PG for movies and soft E10+ for video games.
TV-G. Most parents will find this program suitable for all ages. Programs are generally suitable for all audiences, though they may not necessarily contain content of interest to children.
But if you haven't heard, the Motion Picture Association actually gave Barbie, Ken, and the gang a PG-13 rating! It never once crossed my mind that perhaps Barbie might be inappropriate for my 8-year-old daughter. First of all, the movie is being marketed to girls well under 13.
General viewing, but some scenes may be unsuitable for young children. A PG film should not unsettle a child aged around eight or older. Unaccompanied children of any age may watch, but parents are advised to consider whether the content may upset younger, or more sensitive, children.
