The whole premise of Scream is that Ghostface starts the murders with a phone call. It's a game of cat and mouse to them. So, if you don't answer the phone, you take away half of the fun. I don't know about you, but I'm pretty sure they won't be as eager to go in for the kill if they have to leave a voicemail.
