Gellert Grindelwald was educated at the Durmstrang Institute, a reputed school of wizardcraft in Northern Scandinavia infamous for its tolerance towards the Dark Arts. He was expelled when he was 16 years old, due to his unethical experiments and near fatal attacks on other students.
He wanted to conquer muggles and subjugate them. Not live among them on equal terms. Had Grindelwald been fighting for Witches and Wizards to live openly, that's fine. But he became a terrorist who didn't hesitate to kill his own kind.
