Katniss and Rue discussed their life and district with each other. Rue told Katniss about the Careers' camp to help with her plan to destroy their supplies. Being the smaller of the two, Rue was in charge of setting three fires to distract the Careers as Katniss approached their camp.
By the afternoon, Katniss and Rue have a plan to eliminate the Careers' supplies. While Rue builds three separate campfires to divert the Careers, Katniss will attack the camp. Rue teaches Katniss her song for the mockingjays.
Rue saves Katniss by giving her a heads up about the Tracker Jacker nest she is about to disturb, winning her trust. Rue reminds Katniss of Prim because they are the same age and similarly gentle spirits. Katniss worries that Rue won't be able to survive the fierce fight to the death.
In The Hunger Games, the first tribute Katniss allied with was the twelve-year-old Rue from District 11. Katniss was drawn to Rue as she reminded her of her little sister Prim and sought to protect her in the Games.
It is also Rue's death that makes Katniss want to shame the Capitol. She does so by adorning Rue's body with flowers, by showing this girl from another district her love, simultaneously telling the Capitol, and everybody watching, that the tributes aren't just pieces in the Games.

What did Katniss lay on Rue when she died?
After Rue dies, Katniss covers her body with flowers as a gesture of defiance to the Capitol, showing that Rue was a person and not just a pawn in the Games.
Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule. The film annexes the briefly mentioned characters Madge Undersee, Mayor Undersee, Greasy Sae, and Venia.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.

How The Hunger Games Three-Finger Salute Evolved Throughout The Series. During The Hunger Games: Catching Fire, the three-fingered salute is still used as a gesture of goodbye, but also comes to represent the anger and grief people feel toward the Capitol at taking their children to be killed.
The only information the audience has about Katniss' future is that she and Peeta have a child together 15 years after their experiences in the Rebellion (at 33 years old) and that five years later, they have a second child.
Her alliance with Rue serves her well, especially once the two of them start swapping knowledge and supplies. Not only does Katniss trust Rue, but she also sees some of Prim in her, too, which is a welcomed reminder of home.
She takes stock of the other remaining tributes, recognizing Thresh, Cato, and the girl from District 2 as her biggest threats, particularly Cato and the girl from District 2 since they also benefit from the two-tribute survival rule.
Why does Katniss break glimmers fingers with a rock?
Admittedly, this aspect could very well be Katniss' hallucinogenic tracker jacker stings working against her, but she does have to break Glimmer's fingers to retrieve the bow the other tribute was carrying, adding to the scene's grimness.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.
His roses have a strangely potent fragrance that seems unnatural. He leaves a single, perfect white rose for Katniss in her old house when she visits what is left of her district. This is a sign to Katniss that she can do nothing without his knowledge, and it serves the purpose of unnerving her.
