Jack Crusher's Borg Change Was Bigger Than Picard's
Yet Jack got to keep his brown locks after becoming Vox of Borg, which is an even bigger change than the Borg Queen giving him a name, just as she did Jack's father, Jean-Luc Picard.
In 2366 Captain Jean-Luc Picard was assimilated to be a counterpart between humanity and the Borg alongside the Borg Queen herself. Following his assimilation, the Borg Collective gained tremendous amounts of knowledge including Picard's personal lifetime experience and expertise.
Captain Picard was chosen to be that voice. And that voice was dubbed Locutus of Borg. From Memory Alpha: "Locutus of Borg" was the Borg designation forced upon Starfleet captain Jean-Luc Picard after his assimilation in late 2366.

Q says “Mon Capitaine.” Picard is French. At the beginning of the series, there was an attempt by the writers to always annoy Picard by having someone make an off comment about the Captain's French ancestory.
Q is initially presented as a cosmic force judging humanity to see if it is becoming a threat to the universe, but as the series progresses, his role morphs more into one of a teacher to Picard and the human race generally – albeit often in seemingly destructive or disruptive ways, subject to his own amusement.
After his assimilation in the Star Trek: The Next Generation two-part episode, "The Best of Both Worlds," the Borg created an abnormality in Picard's parietal lobe. The Changelings and Borg devised a plot to steal Picard's human body and use his Borg DNA to assimilate Starfleet.
Shaw is inclined to turn over Jack; after all, one life isn't worth the lives of 500, including Beverly's. Jack escapes confinement and plans to transport himself over to the Shrike. Right before he does, Beverly appears and nods to Picard, confirming to him that Jack is his son.
Only one Queen exists at any given time; when she is destroyed, a new Queen takes her place. In Star Trek: Voyager, it's revealed that the Borg Queen isn't a singular entity, but the name given to any that serves as its host, possessing all previous Queen's collective consciousness.
However, the Queen captures the admiral and begins to assimilate her into the Borg collective. Admiral Janeway then turns the tables by unleashing a pathogen she was carrying in her bloodstream into the collective, devastating it and killing the Queen.
The whole race, except for 10,000-20,000, has been assimilated. The Borg Queen mentions to Seven that she came from Species 125. This species originally devised the procedure that led to Seven's method to save Neelix with nanoprobes.
First, we have the "Bad Borg", the ones we are familiar with. They are lead by the queen we were introduced to in First Contact. The queen that Janeway went up against in the Delta Quadrant.
Thanks to the neurolytic pathogen previously delivered by Voyager's crew, Picard was able to wipe out the Borg Queen (Alice Krige) and decimate her remaining drones, supposedly leaving Agnes Jurati's (Allison Pill) Borg Collective as the only remaining Borg in the galaxy.
The borg collective as a whole didn't join the federation it was just a small splinter group of the borg that joined the federation the main borg collective is still an enemy of the federation and would mostly likely never join the federation instead would keep on trying to assimilate the federation.
