Finnick Odair explains to Katniss Everdeen that they didn't take her as a hostage because she did not have any information about the rebels; instead, the Capitol perceived that Finnick would never endanger Annie by telling her anything, and took her simply as a weapon to use against him.
Cresta is spared participation when another survivor volunteers to take her place. But The Capitol abducts and tortures her when Katniss escapes the arena.
Annie Cresta (70th Hunger Games): District 4 female who won due to her swimming skills. She was in her early 20s when the 75th Hunger Games took place but was spared. She later married Finnick and had his child after he is killed.
Annie is one of the victors from District 4. She was the last surviving Tribute in the 70th Hunger Games. However, the experience irrevocably damaged her. She was severely traumatized by the Hunger Games and continues to suffer flashbacks.

Why did Annie Cresta go crazy?
During the 70th Hunger Games, Annie witnessed her fellow District 4 male tribute's beheading, which drove her to insanity. She has certain problems which included her closing her eyes and covering her ears, laughing when it was unnecessary, and staring into the distance at strange times.
Johanna remains in the Capitol for quite a while, and she and Peeta are tortured for information concerning District 13 and the mockingjay rebellion. While in the Capitol, Johanna's entire head is shaved, making her bald.
After winning the games, Snow forced Finnick into prostitution and sold his body to Capitol residents to gain their trust. Finnick only agreed to take part because Snow threatened to torture his loved ones. Even though he bedded several women throughout his time as a victor, Finnick's love for Annie remained true.
The films, trying to be as faithful to the source material as possible, naturally had to include Finnick's death as well. In this sense, Finnick is the perfect candidate for upping the stakes of the plot via his death, as his hope for a future with his partner Annie made his demise seem even more untimely.
Annie is kidnapped by the Capitol and tortured, but at the end of Mockingjay – Part 1, she is rescued from her prison and reunites with Finnick. In Mockingjay – Part 2, Annie and Finnick get married, though Annie is left a pregnant widow when Finnick is killed by lizard-mutt hybrids sent by President Snow.
In a way, Finnick has outsmarted Katniss here by saving Peeta's life. Now Katniss "will never stop owing Finnick." He's done her the kind of favor she can't easily pay back; now she can't let him down.
The silent Mags in The Hunger Games was near the end of her life and knew neither she nor Annie would make it out of the 75th Hunger Games alive, so wanted to give Annie and Finnick a chance at a life together.
How old was Johanna when she won the Hunger Games?
Johanna Mason, from District 7 and another major character during the revolution, is around the same age as Finnick and Annie. Johanna won the 71st Hunger Games when she was 17 years old, meaning that she's around 21 or 22 old during Catching Fire and Mockingjay.
Johanna and Finnick were friends prior to the 75th Hunger Games, most likely having formed a bond during previous Hunger Games where they were mentors. They were allied during the 75th Games, along with Wiress, Beetee, Katniss, Peeta, Blight, and Mags.
- She was a career, and clearly and incredibly lethal one. She had a very high training score (Katniss said “a predictably high score) only adding to her target. - She is an extraordinarily beautiful tribute. This means that she would've likely had the most sponsors (and therefore an even bigger target on her back).
The only information the audience has about Katniss' future is that she and Peeta have a child together 15 years after their experiences in the Rebellion (at 33 years old) and that five years later, they have a second child.
One of the more tragic things about Finnick's story is that, upon winning the Hunger Games at just 14 years old, President Snow forced him into prostitution to exploit the Capitol's obsession with him, threatening the lives of Finnick's family members should he fail to comply.
Finnick competed in his own games, the 65th games, at the age of 14. Finnick won these games through having the support of sponsors and his ability to use a trident. Given the nine-year difference between his games and Katniss and Peeta's, Finnick is 23 at the time of the events of the first Hunger Games.
At an unknown point in time years before the 74th Hunger Games, she was personally fired by Snow, the stated reason being due to her being too surgically enhanced.
At one point, Snow used poisons to kill people in an effort to gain more control of Panem. First he drank the poisons, to lessen suspicions, before secretly taking the antidote. He was left with sores that never healed. He wears a white rose in his buttonhole at all times, partially to conceal the smell of blood.
Peeta later explained to Katniss that Johanna did this to get a reaction, since she and the other tributes obviously saw Katniss as being the most "pure" of the Victors.
In the case of Johanna, they each hated each other because that was what the Capitol had taught them to do. They were from competing Districts, and the idea of the Games was to keep the lesser citizens of Panem distrustful of one another and unwilling to form alliances (or raise arms in war).
Johanna is one of the few surviving victors from the Quarter Quell. The rebels aren't able to rescue her at first, and she's left behind to be tortured in the Capitol, along with Peeta: "That's how they tortured her in the Capitol. Soaked her and then used electric shocks" (18.33).
