It's because Tiffany called the police and informed them. So not only does she give Chucky a coup de grace by decapitation, but she also crushes him with the knowledge that she is responsible for his death.
After she angers him, Chucky kills Tiffany, and transfers her soul into a female doll. The duo then goes on a cross-country rampage, during which they have sex.
Tiffany is stabbed in the heart by Chucky and avenged by Jade who shoots Chucky to death. As she lies dying, Tiffany gives birth to a bloody baby doll that attacks the crime investigator.
And to prove her theory, she stabbed Nica in the thigh 10 minutes ago which she has still not felt or noticed. Scared, Nica asks what she plans on doing with her. Tiffany then divulges that she has developed feelings for Nica over the years, and prefers spending time with her over Chucky.
The film is set six years after Bride of Chucky and follows a young doll named Glen, the son of Chucky and Tiffany, resurrecting his parents, causing chaos. The film, shot in Romania, continues the series' evolution from the pure horror genre of the first three films to a hybrid horror-comedy.

After Charles' death in 1988, Tiffany eventually tracked him down ten years after, with him now known as Chucky, the killer doll. After a rough reunion, Tiffany was murdered by Chucky himself and her soul was trapped in a doll of her own, leading the two to rekindle their romance in doll form.
In the Season 1 finale, "An Affair to Dismember," Tiffany reveals what might be her greatest secret of 30 years to Chucky: She was the one who called the cops on him on that fateful Chicago night in the original Child's Play (1988).
Through flashbacks, Chucky explains that he was a friend of the family. He was in love with Sarah, but she was married and pregnant with Nica. Chucky killed Sarah's husband and kidnapped her some time after the funeral. After Sarah rejects him, Chucky stabs her in the stomach before fleeing from the police.
She was framed for the murder of her entire family, committed to a mental institution, sexually abused by her psychiatrist, possessed by Charles Lee Ray, and is now being held captive by Tiffany Valentine (Jennifer Tilly). Of all the hands to be dealt out of the deck, Nica holds the crappiest one imaginable.
She suspects that he is responsible for the brutal murders that have been happening. She later finds out that it was Chucky and then he tells her what happened years ago. He tells her that when he was Charles Lee Ray, he was a friend of her family and he killed her father after falling in love with her mother.
In fact, the latest episode of Season 2, "Doll on Doll," directly calls back to the climax of Seed, in which Tiffany uses voodoo magic to take over Jennifer's body before Chucky can murder her and Glen/Glenda (voiced by Billy Boyd in the film and played by Lachlan Watson in live-action).
Chucky insists the child is a boy and should be called Glen, while Tiffany argues that they're a girl and should be named Glenda. When asked, the doll replies they don't know what they are. During the film, the doll switches between identifying as Glen and Glenda and changes their pronouns and presentation accordingly.
After the events of the film (and bear with me here, because this gets complicated): Glen murders Chucky for killing Tiffany, Tiffany possesses the soul of actress Jennifer Tilly, And a possessed Tilly gives birth to twin babies so Glen and Glenda can live on as humans.
In order to get Glen's soul into a human body, Chucky's semen is inserted by Tiffany into Jennifer so she can bear a child for Glen to use. As the two awake the next morning, unaware of the events of the night before, Jennifer suddenly experiences morning sickness and realizes that she is pregnant.
After Chucky electrocutes her in a bathtub, he transfers her soul into a bridal doll. Now trapped in a doll body, Tiffany joins Chucky on his quest to find the Heart of Damballa, the amulet that can transfer their souls into human bodies.
