Thresh is the male tribute from District 11. He is big (over six feet tall) and muscular and is also described as being silent and resourceful. He is the male District partner of Rue, a12-year-old girl who teams up with Katniss but is killed by another tribute after becoming trapped in a net.
This was a signal for the crowd to give the three-finger salute, which had been used in District 12 after Katniss volunteered for the 74th Hunger Games. Seeing this as a sign of rebellion, the Peacekeepers pulled the man from the crowd, beat him, and shot him in back of the head, much to Katniss's shock and horror.
District 11 is the agricultural district in Panem. It is in charge of supplying the Capitol with fruit, grain, and vegetables. Because of the Capitol's incredible demand for food, children as young as twelve are put to work in District 11's fields and orchards. Both Rue and Thresh come from this district.

What is District 9 known for?
District 9: The main industry at the focus of District 9 was grain production. The area was the least referenced district in all of Panem. Not much is known about the victors or tributes from District 9.
District 7 is one of the 16 Districts of Panem ruled over by the Capitol. The District provides lumber, paper, furniture, and items of that sort. They aren't a very wealthy District and are often overlooked by the Capitol. It is said that the citizens of this District are "hardworking and down to earth."
Haymitch was one of the four chosen to represent District 12 and was sent into an arena that was as beautiful as it was deadly. He survived the arena's traps, stood his own against opponents, and eventually teamed up with fellow District 12 tribute Maysilee Donner.
Clove is the secondary antagonist of The Hunger Games. She was the female tribute from District 2 in the 74th Hunger Games. A ruthless, sadistic, and highly-skilled Career tribute, Clove became one of Katniss Everdeen's main adversaries in the arena.
Haymitch Abernathy was District 12's second and only living Hunger Games victor for 23 years, having won the second Quarter Quell before Katniss Everdeen and Peeta Mellark won the 74th Hunger Games under his mentorship.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
During The Hunger Games: Catching Fire, the three-fingered salute is still used as a gesture of goodbye, but also comes to represent the anger and grief people feel toward the Capitol at taking their children to be killed.
Katniss never hallucinates about her dad's death after being stung by tracker jackers. Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule.
Character List and Analysis Effie Trinket. Effie is the escort from the Capitol who has been assigned to District 12. Gale and Katniss make fun of her affected Capitol accent and how she is overly enthusiastic about the Hunger Games, a truly violent and grim event.
Katniss and Prim's mother is from a wealthier merchant class within District 12, but she moved to the Seam to marry their father for love. When her husband dies in a mining accident, however, she falls into a daze, unable to work and take care of her children.
He only uses Katniss because the Capitol is brutally oppressive and he realizes that, with Katniss's help, the rebels have a real chance of bringing it down. This sort of cynical pragmatism largely defines Haymitch, and it stems from a combination of realism and a rebellious spirit.

Biography. Maysilee Donner was one of the four tributes from District 12 in the 50th Hunger Games, along with Haymitch Abernathy, a second male, and second female tribute.
District Zero was a part of Panem in its early days, but quickly grew too powerful and was disowned by the Capitol. The District struggled to survive at first, but soon managed to support itself and thrived.
After Katniss and Peeta won the 74th Hunger Games, they joined Haymitch in District 12's Victors' Village. Considering everything known about the 12 districts that participated in the Hunger Games, it's a fair assumption that the district with the least number of victors was District 12.
