What does Snape mean when he says Half-Blood Prince?

Severus Snape wanted to teach D.A.D.A. for years, but Albus Dumbledore denied him the job repeatedly, partly for fear of Snape straying back towards the darkness, and partly to keep him around for longer, given the curse on the position. Snape finally got his wish in Harry's sixth year, taking over D.A.D.A.
However, there were a select few that had his trust, and whom he treated with respect. This included Bellatrix Lestrange and Severus Snape. No matter what Snape did as a spy, Voldemort never figured out he was not on the Dark Lord's side.

Why did Dumbledore intend for Snape to have the Elder Wand?
Why did Albus Dumbledore try to pass the Mastery of the Elder Wand on to Severus Snape? A couple of reasons; the late headmaster want to divert the allegiance of the Death Stick away from Lord Voldemort. And once Dumbledore was gone, he was hoping the power of the Elder Wand would die with him.
It's implied that Septum Sempra is Snape's own creation, that he used a specific counter-curse to heal Draco, and that the spell isn't designed to be instantly fatal, but to inflict a gruesome, but relatively slow death if left untreated. It's likely Snape is the only person who knows said counter-curse.
Vulnera Sanentur was the song-like incantation of a healing spell which was used to heal deep wounds, which could also be used as the counter-curse for the curse Sectumsempra.
Voldemort intended Draco to die in the attempt to kill Dumbledore so that Lucius would be punished for his failure to retrieve the prophecy from the Ministry of Magic.
