Sauron tourtured Celebrimbor to death in an attempt to force the location of the three elf rings from him. Celebrimbor however, would not tell him and as a result he died. Sauron used his body as a banner. So Celebrimbor was dead long before Sauron was defeated in the end of the third age.
However, Celebrimbor did not fade from Middle-earth as Sauron did. Like the Dark Lord, the Bright Lord had poured his own life force into forging his Ring, which had been taken by Eltariel on command of Galadriel. Thus, Celebrimbor's spirit was freed from Barad-dûr as it collapsed and fled to parts unknown.
Eventually Talion is betrayed by Celebrimbor and Eltariel, who then wears the new ring while they go to Barad-dûr to confront Sauron. The new ring is subsequently cut from Eltariel's hand, and Celebrimbor is forcibly fused with Sauron.
Celebrimbor's been evil since he tried to take power from Sauron. Talion's just catching up with his new buddy. (There's a thing in LotR where trying to become extremely powerful=evil, especially if you're using evil tools to do so. That's what Saruman's entire plot chain is about.
Celebrimbor is slain personally by Sauron, but Sauron does not get the Three Rings. His wrath now blazes. Elrond with all (the few) refugees from Eregion he can gather fight a vanguard action and draw away N.W. He founds a stronghold in Imladris.

Did Celebrimbor turn evil?
Having been corrupted by the One Ring long ago, Celebrimbor now exists as an undead wraith, determined to not only get his revenge on Sauron but also to replace Sauron as a would-be ruler of Middle-earth. This is reflected in how he is the "Bright Lord" to Sauron's "Dark Lord".
In Telerin High-Elf Celebrimbor Version he is the follower of Galadriel's boyfriend/husband Celeborn. One of the three Teleri who accompanied Celeborn to Exile when he left Aman to follow Galadriel into Middle-earth.
Decades later, Talion eventually succumbs to the corruption of Isildur's ring and joins Sauron's forces as a Nazgûl, replacing Isildur. He goes with the others to hunt Frodo and the One Ring and pursues Frodo from the Shire to Bree.
Without Celebrimbor, Talion was once again dying, bleeding from the neck. In the beggining of the story Black Hand murdered Talion's family, so Celebrimbor would respond the ritual. But instead to bind his spirit to the Black Hand, the elf choose Talion, because the death circunstences from both are alike.
As Celebrimbor's soul got caught in a never-ending struggle with Sauron's spirit, Talion finally fell and did indeed turn into an evil Wraith under the command of the Nazgûl.
All you need to grind through the final sieges of Shadow of War and get the hidden ending. The Shadow Wars are what you'll find as Shadow of War's endgame - a series of increasingly tricky sieges laid out for you with a reward at the end.
Isildur's Ring also grants Talion a new ability; he can raise the dead. It is quite haunting when you remember that Talion was against the use of this power before Isildur and Zog the Eternal's defeats. At the siege of Minas Morgul, Talion automatically equips the ability.

Another possible reason for Celebrimbor to be sommoned is that he was the only one powerful enough to be Sauron's equal, since he also used the One Ring. Sauron would then want Celebrimbor to either side with him or be destroyed.
As is well known in Tolkien lore, Celebrimbor is the elven creator who forges the rings of power that are later given to the realms of elves, dwarves, and men. In the original writing of the Silmarilion, Celebrimbor is an unfortunate character, tricked into this construction of evil objects by Sauron in disguise.
They use their new Ring to take the fight to Sauron with an army of Uruks, with Talion noticing Celebrimbor becoming more aggressive and worn out. Eventually revealed to fully intend to overthrow Sauron rather than destroy him, Celebrimbor ends his bond with Talion and possesses Eltariel to use her to defeat Sauron.
The story was abandoned, but Tolkien reused the characters and events. Isildur features briefly in voiced-over flashback sequences of Peter Jackson's The Lord of the Rings film trilogy. The video game Middle-earth: Shadow of War departs from Tolkien's narrative by having Sauron make Isildur into a Nazgûl or ringwraith.
Three of the Nazgûl were great Númenórean lords; in his notes for translators, Tolkien speculated that the Witch-king of Angmar, ruler of a northern kingdom with its capital at Carn Dûm, was of Númenórean origin. The nine, as Nazgûl, were soon established as Sauron's principal servants.
For more context, during S.A. the elf closest to her age that isn't her husband would be Celebrimbor, the great grandson of Finwë, one of the first elves who awoke at Cuiviénen, 312 years before Galadriel was born. Celebrimbor is roughly 133 years younger than Galadriel.
The majority of her powers come from her Ring of Power, Nenya, the Ring of Water. The ring, also known by the names the White Ring and the Ring of Adamant, is one of the three Rings of Power given to the Elves of Middle-earth in the Second Age.
As previously stated, Gandalf is a Maia and is therefore superior to Elves regarding power. Still, this isn't to say that an elf couldn't develop enough skill and power to defeat a Maia. As a bearer of one of the Three Elven Rings (Nenya), Galadriel would have an edge against Maiar like Saruman and Radagast.
