Clown is a natural movie, they didn't bother into too much gore, nor nudity, but instead they actually focused on the story. And I have to say, it was a good one, effective and sometimes haunting! It is a sure thing that most horror fans out there will dig this on for sure.

As for why Art the Clown chooses to remain silent, this character trait is both a dramatic choice and an approach that speaks to his status as more of a mime than a clown. Given that mime's communicate through gesture rather than speech, making Art silent makes total sense, as well as enhancing his sinister presence.
The second film does an excellent job of adding to the blood and gore expected of the franchise but fails to capture some of the shock value that made the first film terrifying. Art is also established in the town's lore by the second film, so his presence doesn't loom as large.
Far more bloody and graphic than the first film and includes practical effects which can seem very real at times. The gore in this movie is very over the top but also realistic in some points and may be very upsetting to viewers. Not appropriate for younger viewers.
