Earth is believed to have suffered from climate change, overpopulation, and destructive wars, resulting in the rise of sea levels and the collapse of modern civilization.
As for Panem's government structure after the events of The Hunger Games series, it was insinuated that Paylor set up a constitutional republic. This allowed the nation, including the encompassing districts, to thrive like they never had in their long history.
Twenty years later, Katniss and Peeta are married and have two children. Under Paylor's administration, the Hunger Games are abolished with the arenas replaced by memorials.

After the Second Rebellion and Panem's transition into a democratic republic, Haymitch, alongside Peeta and Katniss, return to Victors' Village in District 12, where they remain as the district is rebuilt around them.
In Canada, many of the North islands flooded, and people moved to Panem. Parts of canada became district 6 and 7. In South America, Water rose and made it a large Island. The water was contaminated in the southern part, and people lived in the northern areas.
Most of Panem's coastlines have disappeared thanks to possible global warming-related disasters, including rising sea levels. What remains are 13 districts (12 of them functional and participating in the Games) and The Capitol.
In the books, Collins never declares when Panem is created in the wake of a global war spurred by a series of environmental disasters. An early draft of The Hunger Games script alludes to it happening about 300 years from our current future, so that's at least a window to work with.
Katniss NEVER hated Peeta. She figured she'd have to kill him to survive and had no desire to like him because of that. It's why naming the chicken you're going to kill to eat for dinner is not a common practice.

It's only implied that they get it on via snuggling and other affectionate acts in close quarters — but if you have read the book, they really imply that they took their relationship to the next level.
When Katniss comes home to District 12, Gale immediately confesses his love for Katniss, and she realizes she might have feelings for him, too — but she can't explore them, because she has to continue her fake relationship with Peeta or else her entire family, including “cousin Gale,” will be killed.
Why does Katniss hate Gale at the end of Mockingjay?
In the beginning, Katniss did love Gale. But around the middleish/ending of the story, she finds herself loving Peeta instead. The main reason, though: Gale and Coin were designing a bomb, and Prim was killed by the bomb. After she died, Gale realized it was over with KAtniss.
After Maysilee was killed, Haymitch faced off against the last remaining tribute, a girl from District 1. Although his opponent nearly got the upper hand, Haymitch outsmarted her by leading her to the force field and dodging her ax throw, causing it to bounce back and kill her.
Here, the moon symbolizes Katniss' larger desire for truth and authenticity. She still doubts Peeta's affections toward her, describing how he's such a good liar that he even has her convinced of his love at times, and how she hopes that they will remain friends when the Games are over.
Also note this is a post-apocalyptic story, which means dealing with a massively reduced population by default. Even if we are generous and say the population of the US was only reduced by 50%, that would mean that Panem's military would only barely top 1 million (US military is about 2.2 million).
