In the comics, Black Noir is a long-time member of the Seven, almost always shown in silhouette with his face obscured. His powers include super strength and supposed skills as a pilot. He is stronger than even Homelander; Mother's Milk states he can "[...] bench a dozen Mack trucks".
Understandably, Homelander is furious and attacks, which is what Noir always wanted, as he was created by Vought with one purpose only: to kill Homelander if he ever went rogue. Despite the two being identical, the fight goes in favor of Black Noir.
To the public, whatever lies behind Black Noir's mask is a complete mystery – which only made him more terrifying. Noir lost his ability to think properly and speak after Soldier Boy violently beat him during a mission.
After his fight against Homelander at the White House, Black Noir was extremely weakened. This ended up causing his death, when the military and Billy finished him off by firing multiple anti-supe bullets at his body and then destroyed his brain with a crowbar.
Enhanced Speed: According to Crocodile, Black Noir can move faster than the human eye in a quick speed burst, an effect perhaps created by his always possessing the element of surprise. He normally moves at slightly above human speed he can outrun a car.

Is Black Noir immortal?
Black Noir's powers do not include invincibility or immortality. But he does possess longevity and regenerative healing. These abilities could have allowed him to survive Homelander's attack in Season 3.

Supernatural Strength: Black Noir's strength is superhuman, making him the second if not THE strongest Super, as he is almost as strong as the Homelander. Black Noir is able to hit hard enough to demolish and tear the Homelander's jaw off in one punch.

Homelander may appear strong, but he would be no match for characters like Superman or Wonder Woman in a face-to-face battle. Green Lantern's ring and Zatanna's magical abilities could easily trap or defeat Homelander, showing that physical strength isn't always necessary.
His addiction to breast milk is a symptom of growing up in the Vought lab where he never had access to motherly affection and the opportunity to form a loving bond at a young age. Homelander's trauma manifested in his kink for breast milk and need for a dominant mother figure.
