District 11 is the agricultural district in Panem. It is in charge of supplying the Capitol with fruit, grain, and vegetables. Because of the Capitol's incredible demand for food, children as young as twelve are put to work in District 11's fields and orchards. Both Rue and Thresh come from this district.

The Capitol's control over District 11 is extremely strict, due to the district's importance as a major food supplier. The fence surrounding the district is thirty feet high and topped with razor wire.
District 11 had two known victors, Seeder and Chaff, who also died in the 75th Games. District 12, the smallest and the poorest of all the districts, had four victors. The prequel to The Hunger Games, titled The Ballad of Songbirds and Snakes, reveals Lucy Gray Baird was a victor from the 10th Hunger Games.
What is the difference between District 11 and 12?
District 11 was one of the poorest districts and its citizens lived in small shacks in an area patrolled by Peacekeepers. Rue was one of the most notable citizens that came out of District 11. District 12: District 12 was the smallest and poorest district in Panem.
The title and premise of District 9 were inspired by events in Cape Town's District Six, during the apartheid era. A viral marketing campaign for the film began in 2008 at San Diego Comic-Con, while the theatrical trailer debuted in July 2009.
The houses are grand and luxurious compared to the rest of District 12; however, the village was wholly neglected for years due to a lack of victors in District 12, housing only three victors in the span of 75 Hunger Games: Katniss Everdeen and her family, Peeta Mellark, and Haymitch Abernathy.
Those who lived in District 1 were some of the wealthiest citizens of Panem. Tributes from District 1 were known as "Careers" because they trained for years before competing in the Hunger Games, using their wealth and status to become elite warriors and get a leg up on the competition.
That isn't surprising given that they produce "Career Tributes" along with District 1 which has three victors and District 3, which has two winners. District 12 has the most prominent victors with Katniss, Peeta, Haymitch, and Lucy Gray making up its four winners.
During The Hunger Games: Catching Fire, the three-fingered salute is still used as a gesture of goodbye, but also comes to represent the anger and grief people feel toward the Capitol at taking their children to be killed. The people of District 11 use the salute in response to Katniss' speech remembering Rue.
In The Hunger Games film, Katniss thanked the people of 11 with District 12's three-finger salute, which they did back at her image on the screen. Then District 11 protested the unjust tragedy of Rue's murder with a fiery riot.
The people of the districts must mask their dissent, as well. By maintaining silence when Effie Trinket asks them to applaud and by saluting Katniss, they are doing all that they safely can to protest the Capitol's dictatorship.
In many ways, Katniss' alliance with Rue is also an alliance with District 11. To thank her for her kindness to Rue, District 11 sends Katniss a loaf of bread, and Thresh, the boy tribute from District 11, lets Katniss go unharmed when he could have easily killed her.
What happens when Katniss speaks to the people of District 11?
After Katniss gives her speech in District 11, an old man whistles the four-note melody she and Rue had devised for the mockingjays in the arena. It's at that point that everyone raises up the gesture of respect used in District 12, implying that the melody was a signal.
After Katniss and Peeta won the 74th Hunger Games, they joined Haymitch in District 12's Victors' Village. Considering everything known about the 12 districts that participated in the Hunger Games, it's a fair assumption that the district with the least number of victors was District 12.
Katniss and her family come from District 12, a coal-mining district that is the poorest, least populated, and smallest district in the dystopian fictional autocratic nation of Panem, ruled by the Capitol.
District 7 is one of the 16 Districts of Panem ruled over by the Capitol. The District provides lumber, paper, furniture, and items of that sort. They aren't a very wealthy District and are often overlooked by the Capitol. It is said that the citizens of this District are "hardworking and down to earth."
District Zero was a part of Panem in its early days, but quickly grew too powerful and was disowned by the Capitol. The District struggled to survive at first, but soon managed to support itself and thrived.
District 12 has the most Hunger Games victors, with five winners, including Katniss, Peeta, Haymitch, and Lucy Gray. Finnick Odair is the youngest winner in history, winning at just 14 years old.
At the end of Catching Fire, Gale sees Katniss on her way to District 13 and informs her that there is no District 12. The district was destroyed with incendiary bombs by the Capitol, with only the Victors' Village spared.
Parents need to know that this gritty, buzzworthy sci-fi epic filmed in South Africa (and produced by Lord of the Rings director Peter Jackson) is full of extremely realistic, bloody violence, including severed limbs, lots of bodies, piles of high-tech weapons, and even torture.
Director Neill Blomkamp's busy schedule and canceled projects, including a potential Alien film and a RoboCop sequel, have delayed the production of a District 9 sequel. Blomkamp's follow-up films, Elysium and Chappie, didn't have the same impact as District 9.
However, if you're like me and could care less about the social commentary aspect and really just want an entertaining sci-fi flick then this movie still has plenty to offer: great acting, mech battles, alien weaponry that causes people to explode... all things that are good.
