Disney World does not forbid tank tops or sleeveless at all. You can see plenty of bare shoulders at Disney. They do require people to wear shirts, so you won't see people walking around in swimwear except at pool areas.
Make sure your shirt isn't overly cropped! But, what exactly does that mean? Well, some of it is up to the discretion of Disney, but generally, you'll want to skip the sports bras, overly cropped crop tops, super short shorts, and anything else that you'd be embarrassed to walk into church in.
Keep to the well-lit paths at night and if you have any concerns at all, ask a cast member to escort you to your room. Keep at least one credit card and form of ID in your hotel room safe. In the unlikely event that your wallet is lost/stolen, you'll have a back-up means of payment.
In your case, a long skirt, that is not part of a costume and does not actually reach or drag on the ground should be fine. You may want to keep the skirt no longer than shin length, otherwise you may find it difficult to enter and exit the various cars and boats used on the attractions.

I know when I'm only days away from arriving, I want to make sure I'm all set to go. I'm happy to say that you can definitely bring a refillable water bottle to the theme parks. It's important to know that loose ice is on the list of items not permitted when entering the theme parks.
