In 2005, writer Judd Winick began the Under the Hood storyline that revolved around the mystery of the identity of the new Red Hood. The character's identity was revealed as Jason Todd in Batman #638.

In the DC Universe, few characters are as divisive as Red Hood. He's not a traditional hero, nor is he a villain. Instead, he occupies a gray area, using his skills and his willingness to break the rules to fight crime in his own way.
So who would win if these two ever truly went at it in a hypothetical nerd fight to the bitter end? It might be easy to say Red Hood would come out on top thanks to his mean streak and questionable tactics, but as the dust settles, the clear winner would undoubtedly be Nightwing.
Remarkably, Jason reveals to Damian that he married Ravager, aka Rose Wilson, and the happy couple have been relying on each other while fighting the unliving ever since. The best part about this is how great of a pair Jason and Rose seem to be. They both have quite a lot in common, as Batman comically points out.
Though he never voiced it, Batman did privately admit that he didn't go searching for Jason because he was afraid of what he would find. He knew Jason was killing people, and Batman couldn't live with the shame of knowing that he had unintentionally created a deadlier version of Joe Chill.
TLDR: Superman didn't save Jason because he was being tortured by Lex Luthor at the time in order for Luthor to create Conner Kent/Superboy . This is why he wants nothing to do with Superboy once he appears.
