DisneyBounding is dressing in regular clothes to pay homage to your favorite Disney characters. You may get as close to the character as you can without wearing a costume, or you may just share the same color palette as the character.
All Guests may dress as their favorite character, but may not pose for pictures or sign autographs for other Guests. Costumes must be family-friendly and may not be obstructive, offensive, objectionable or violent.
For example, if you wanted to bound as Snow White, you could wear yellow and blue, with a touch of red. If you have a green outfit, you could style it as Peter Pan, Merida or even Pascal from "Tangled." There is no limit to the creativity that DisneyBounding provides.
Attire that is not appropriate for the theme parks (and which may result in refusal of admittance or ejection) includes but is not limited to: Costumes may not be worn by Guests 14 years of age or older. Masks may not be worn by Guests 14 years of age or older (unless they are for medical purposes)

Why do they call it Disney bounding?
The term "Disneybounding" was first coined in 2011 by Leslie Kay with her Tumblr blog called Disneybound, where she used to share visual boards of outfits that she wore when she was, well, bound for Disney.
Outfits are inspired by characters but use everyday clothes. Disney parks don't allow costumes or masks for anyone 14 or older, except at certain special events. Because the company has its own costumed characters that interact with guests, it doesn't want those likenesses to be misrepresented.

In your case, a long skirt, that is not part of a costume and does not actually reach or drag on the ground should be fine. You may want to keep the skirt no longer than shin length, otherwise you may find it difficult to enter and exit the various cars and boats used on the attractions.
