Po was prophesied by Oogway as the Dragon Warrior, and despite failing many times, he has always come out stronger, and better for it. Po proved to everyone, even himself, that he is a great hero and the strongest Kung Fu Panda character.
Po has been shown to lose to Tigress and Shifu mainly because he's not a threat to his allies. But the protagonist has always turned it up a notch against the villains. Po has mastered every fighting style there is, and his natural inclination toward chi enabled him to become the Dragon Warrior.

In other words,Oogway wouldnt make a big difference since Kai wouldnt be able to use all of Oogway's abilities and powers,and it would just make more difficult for him and take away more of his Chi.
It was shown that Tai Lung had survived his battle with Po. To enact his plan for revenge, he gathered multiple clans and gangs, including the Wu Sisters, to capture enough villagers so that their energy can power his new weapon, which would give him super strength.

Additionally, Mitchell wanted to evolve Po's character, introduce new characters, and expand the franchise's world, feeling that the film took so long to be produced because the filmmakers wanted a perfect story that could evolve Po by making him learn something to advance to the next level.
