Michael is Vito's youngest son. At the beginning of The Godfather, he is uninvolved in the Mafia and seems headed for a successful career in politics or another “legitimate” field. Over the course of the film, he abandons these plans. He joins the family business and succeeds his father as head of the Corleone family.

No, Fredo Corleone was not intellectually and socially deficient in the movie The Godfather. He was simply not as smart or as savvy as his brothers Michael and Sonny. This is evident early on in the movie when he gets caught up in a scam with Johnny Ola that nearly costs Michael his life.
This cold intelligence and calculating ruthlessness would be inherited by Vito's youngest and favorite son, Michael, who would be the one to take vengeance for his older brother's murder.
