Rewatching both series, I've found-- just as anyone can on here-- that lavabending is a rare form attributed to earthbending, just as rare as Toph says it is. In the Avatar Extras, we were told that it is a joint skill of firebending and earthbending, for that reason making it only possible by the Avatar.
