Those who lived in District 1 were some of the wealthiest citizens of Panem. Tributes from District 1 were known as "Careers" because they trained for years before competing in the Hunger Games, using their wealth and status to become elite warriors and get a leg up on the competition.
This results in District 1 being generally better off and closer to the Capitol than most other districts. Its population is wealthy compared to most of Panem's citizenry. This extends to being able to raise and train Career Tributes to consistently win the Hunger Games year after year.
District 7 is one of the 16 Districts of Panem ruled over by the Capitol. The District provides lumber, paper, furniture, and items of that sort. They aren't a very wealthy District and are often overlooked by the Capitol. It is said that the citizens of this District are "hardworking and down to earth."
According to the Capitol.PN, District 4 claims 26,357 in tesserae, making it the fourth richest district. If the population is 111,453 and they claim 26,357 tesserae, it would equal to 0.236 tesserae per person, making it the 5th richest District.
Before it seceded, District 13 was known for mining graphite, but its hidden industry was nuclear technology. District 13's underground facility later became the center of the new rebellion.
Generally speaking, Capitol residents are the most affluent citizens in Panem. Effie grew up there, so must have access to plenty of cash, but her designation to District 12 — the poorest, smallest, and least-respected District — suggests she isn't up there with the richest of the bunch.
Before the end of the First Rebellion, District 13 existed on the surface like all of the other districts. It is unknown whether the district was affluent or poor, although given its district industry and its status as the then center of Panem's military-industrial complex, the former is highly likely.
The true story is that she got the money for the goat when she and Gale killed a buck in the woods and sold it to the butcher, Rooba. She, however, doesn't want to get anyone in District 12 in trouble, so she says that she sold her mother's silver locket.
District Zero was a part of Panem in its early days, but quickly grew too powerful and was disowned by the Capitol. The District struggled to survive at first, but soon managed to support itself and thrived.
It is also implied in Catching Fire that its citizens lived in abject poverty, as they were one of the first districts to start an uprising during the Dark Days. Most of its inhabitants work in factories and are very adept at engineering.
In the first ten Hunger Games, District 1 and District 2 were noted as being "more Capitol-friendly" and turning out "better-fed" tributes, resulting in more victors; this implies that District 1 had already won more than once in the earliest years of the Games.
District 12: District 12 was the smallest and poorest district in Panem. The district was located in Appalachia and their main industry was coal mining.
District 12 has the most Hunger Games victors, with five winners, including Katniss, Peeta, Haymitch, and Lucy Gray. Finnick Odair is the youngest winner in history, winning at just 14 years old.
District 1; District 1 is one of the richest and most priviliged, along with District 2. This district makes Luxuries items for The Capitol, making them very well liked by the Capitol people & children. Therefore, they earn lots of money from them.
In order to survive, the people of District 13 had developed innovative technologies that allowed them to maximise available resources, as well as a strict, militaristic lifestyle that emphasized frugality and a constant readiness to defend themselves against potential attacks.
The District has been described as "an urban place stinking of industrial fumes with no greenery, the people housed in run down tenements, barely a blade of grass in sight." District 8 is one of the poorest Districts of Panem, and also the most rebellious.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
Rue, the girl tribute from District 11, is small and reminds Katniss of Prim. Rue is able to hop from tree to tree like a squirrel, a skill that helps her outrun and evade her competition. She tips Katniss off to the tracker jacker nest that saves Katniss' life.

To the knowledge of Panem's citizens, District 13 was completely destroyed by the Capitol during the First Rebellion, and it remained inhabitable during the events of the main series. At least, that's what they were led to believe. As revealed in Catching Fire, District 13 was very much up and running.
District 13 is more egalitarian but different than communism. While I agree in theory that in in Communism everyone would be poor, there would still be class differences in practice, though not socially accepted / acknowledged. It would be about all 'having' the same (not necessarily 'being' the same).
In Mockingjay P1, when Coin gathers D13 to announce the tributes full pardon, Katniss observes that there's hardly any children in the district. Prim explains there was an epidemic that killed most of them.
