They devise a plan to raid the Careers supplies & Rue teaches Katniss a mockingjay call to listen out for. Katniss destroys the booby-trapped supplies, causing Cato to angrily kill a District 3 recruit.
The plan is to break the victors out of the game and start the rebellion. They need Katniss because of her power and influence, but they know she won't join if Peeta dies, so they work to protect them both during the Quarter Quell.
During the nightly anthem, she climbs up to the limb with the nest and does just that. Before she can get the branch totally sawed off, though, the anthem ends. She decides to finish the branch off, and drop the nest, in the morning. Returning back to her spot in the tree, she sees a pot with a silver parachute.
Katniss wreaths Rue's face with flowers and presses the three middle fingers of her left hand against her lips, saying goodbye to Rue. She decides that she will make the Careers pay for Rue's death and gathers her supplies to move on through the woods.
Rue, like Prim, makes Katniss promise that she will win, and there are moments when it is her promise to Rue, more so than her promise to Prim, that gives Katniss the strength she needs to fight on. She wants to make sure that Rue's death will not go unremembered.
After Rue dies, Katniss covers her body with flowers as a gesture of defiance to the Capitol, showing that Rue was a person and not just a pawn in the Games.
Katniss never hallucinates about her dad's death after being stung by tracker jackers. Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule.
In The Hunger Games, the first tribute Katniss allied with was the twelve-year-old Rue from District 11. Katniss was drawn to Rue as she reminded her of her little sister Prim and sought to protect her in the Games.

Katniss avenged Rue when Marvel killed her. As a memorial to Rue's death, Katniss covered her in flowers and sang to her until she died, indicating to the Capitol that Rue was not just a piece in their games.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
Katniss tells her about Peeta saving her, and Rue points out that he's no longer with the Careers. She's been spying on their camp by the lake. The Careers have everything they need at their camp, so even though Katniss and Rue can feed themselves in the forest, it doesn't give them an advantage.
In the meantime, she begins devising a plan to get at the Careers' supplies, particularly their food. She decides that the problem in the Hunger Games so far is that the Careers haven't been hungry enough. This foreshadows how Katniss and Rue will work to weaken and take down the Careers later.
Later, the two learn President Snow considered their actions to be an act of rebellion against the Capitol. After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.
#CapCut Haymitch knew Katniss was planning something, she would never have voted for a symbolic Hunger Games and especially not for Prim. As soon as she did, he knew she was up to something and trusted her.
She is angry with Haymitch for not cluing her in on the plan, and he says neither he nor Peeta knew about it because it was too risky. Plutarch tells her when he showed her his watch, he was tipping her off about the arena and trying to gain her trust.
