In an attempt to intimidate the masses, and as a reminder of past failed rebellions by the districts inhabitants, one female and one male between the ages of twelve and eighteen years referred to as “tributes” are chosen by lottery from each of the twelve districts to compete in the annual 'Hunger Games'.
Rue was the only 12 year old in the 74th Hunger Games that survived after the bloodbath, despite being the tribute with the lowest odds. Rue trusted Katniss because of her mockingjay pin. In the book, Rue is the one to show Katniss the mockingjay signal, but in the film, it is Katniss that shows Rue.
Age is the main requirement for the hunger games. A person between 12 and 18 has the chance to be reaped. At the age of 12 a person gets their name put in once.

The first winner of the Hunger Games can be tricky
Esme Yule is a lumberjack from District 7 and became the victor. According to the story being told by Magnus, the games took place in a vast field. It describes Esme choking another competitor and using her axe to slaughter a boy possibly from District 9.

Lucy Gray Baird is the District 12 female tribute and victor of the 10th Hunger Games. She was not born in District 12 but was a member of the Covey, a group of travelling musicians.

Katniss never hallucinates about her dad's death after being stung by tracker jackers. Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule.
The film contains segments of intense violence involving Hunger Game contestants viciously slaughtering each other with a variety of weapons including hunting knives, swords, spears and arrows as well as being physically bashed to death.
And EW can reveal exclusively that the group rates The Hunger Games a “Pause 13+.” What does that mean? “When we rate something 'pause,' it's really a know-your-kids situation,” managing editor Betsy Bozdech tells EW. “It's iffy for the age, but some 13-year-olds may be able to handle it, and some may not.

Katniss's beloved stylist, Cinna, was in his 30s during his time in The Hunger Games film series. Like Effie, neither the books nor the movies state his concrete age, but based on context clues, it's evident that Cinna is in his thirties.
She stumbles into the snow at first, but then she dusts herself off, rises, and begins waving to the photographers, arm in arm with Peeta. The camera zooms out to a neutral angle, giving audiences a sudden, somewhat startling reminder that oh, that's right—Katniss is slightly taller than Peeta.
So, it's clear at the start of the story that Prim is 12, and she is, therefore, 13 when Katniss is forced to enter the Quarter Quell during The Hunger Games: Catching Fire.
The 100th Hunger were the 5th Quinquennial Quell and were held in an arena known as "The American Nightmare" and lasted for 3 days. The main events were rotating weather. This year's victor was Tritica MacDonald, aged 17, from District 9.
Along the way, Snow goes on a journey of self-discovery as he grapples with his blossoming feelings for Lucy Gray and his hunger for power. Though he straddles the line of good and evil throughout the film, he eventually transforms into the villainous President Snow we all know by the end of the movie.
