Personality. Norman Osborn has several traits related to his psychosis and to his personality. He suffers from manic depression, has a pronounced narcissistic personality disorder co-morbid with severe anti-social psychopathic traits, and in some instances shows signs of multiple-personality disorder.
That the Goblin formula drove him insane. That he had a split personality (or to use the technical term Multiple Personality Disorder, also called Dissociative identity disorder, NOT schizophrenia which is completely different) That whenever his amnesia played up his true nice persona emerged.
However, what you probably didn't know is that Harry's Genetic Disease is a real disease called Oshtoran Syndrome. In real-life, Oshtoran Syndrome is a rare heritable neurological disorder with other organ systems involved as well, especially the liver, and the sympathetic nerve system.
After being exposed to the Goblin Serum, the Serum caused a side effect that made Norman insanely dangerous and hearing voices of the Goblin, and causing his mind to split in two, creating his alternative persona, the Green Goblin.
The most crippling weakness of the Green Goblin, namely the Norman Osborn version, is the character's outlandish madness. The Goblin Formula had a drastic effect on Norman's mind, which when combined with his previous megalomania made him a villain hellbent on destruction and mayhem.

Why did Norman turn evil?
Norman Osborn's experiments increase his strength but lead to a mental breakdown, as he becomes a cackling, evil presence often driven by a very personal vendetta with Spider-Man.
While the original Earth-616 incarnation isn't Pure Evil because he still possesses a genuine (albeit very twisted) love for his son Harry, there have been several other particularly vile incarnations of this psychotic supervillain over the years.

An amoral industrialist and head of Oscorp, Norman was exposed to an experimental formula which enhanced his physical and mental attributes while also driving him insane.
A scientific genius, Norman's experiments gave him superhuman abilities and advanced weapons at the cost of his sanity, leading him to create his villainous alter ego.
As the Joker possesses no meta-human powers, abilities or combat training, the Green Goblin's enhanced strength, reflexes and recuperative abilities give him the edge over the Joker in a physical fight.
Did Norman Osborn (who was portrayed by Willem Dafoe) always have the Green Goblin personality or was it brought on by the serum (or however he became the Goblin in Spider-Man (2002))? He gained the Green Goblin personality after injecting himself with his untested super soldier serum.
Whether he's building a criminal empire as a ruthless businessman or leading a goblin army, as a sadistic madman, The Green Goblin is one of the most dangerous villains in the Marvel Universe.
The small amount of Dafoe's mouth that we could see through the mask wasn't enough to help his performance. We couldn't see enough of his face for it to to help his performance, but we could see enough that it looked awkward. I didn't like that we could see Dafoe's eyes through the lenses, either.
As Green Goblin, Osborn became the first great enemy of Spider-Man. Both alters eventually discovered that Spider-Man's identity was Parker and became enemies with Mary Jane Watson. In their final battle, he was accidentally impaled and killed by his own Goblin Glider.

By preventing Tom Holland's Peter from killing the Green Goblin in what would be an almost identical scene to the one in Spider-Man's, Tobey Maguire's Peter not only fixed his failure of not previously saving Norman, but also prevented Holland's from falling down a dark path.
More than what the Green Goblin has done to Spider-Man, the supervillain has his own surprising set of superpowers and is physically stronger than his arch-nemesis, making him a truly dangerous villain in Spidey's extensive cast of enemies.
In Earth-71928, the Goblin Armor was a reactive armor where the sections that had been hit exploded outwards. This neglected the projection force of any projectiles hitting the damaged spots. Underneath the external portions were layers of bullet proof fiber.
