Apparently, Charlie is unable to return to Hogwarts from Romania in time to play a part in the first part of the Battle of Hogwarts, but he arrives with the reinforcements and is part of the forces who eventually defeat the Death Eaters.
He is the underwritten or not-at-all written Weasley brother in harry potter movies. He provides background story during triwizard tournament and some minor plot points. Bill Weasley, a more important brother was underwritten. So, it's not surprising Charlie being ignored.

We never do find out what happened to Fleur, but it is likely that Krum, under the same compulsion, disabled her as well. Barty, in the best Death Eater tradition, is trying to assure Harry's victory in the Task by eliminating his competition.
