The Juggernaut, despite his incredible strength, has been defeated by surprising heroes like Professor Xavier, Cyclops, Banshee, and Lost. These heroes used their unique abilities, whether it be telepathy, strategic thinking, sonic blasts, or reality manipulation, to overcome the seemingly unstoppable villain.
The only character to have stopped Juggernaut while he was in motion as an act of pure physical strength was the Hulk while he was War, a horseman of Apocalypse and empowered with Celestial technology.
Despite the fact that no physical challenge is enough to stop the Juggernaut, and telepathic attacks only prove to temporarily slow him down, it seems he does have a weakness after all, as X-Men confirms a brain aneurysm is the one thing that can actually kill the Juggernaut.
This feat means that even though Juggernaut's magic makes him unstoppable, Hulk has the overwhelming power to thwart Juggernaut's supernatural rules. But he still can't force him to surrender, or destroy him as he would need to for a true 'win.

The Juggernaut had a back-up mask, but Dazzler then used her powers to cut that mask off with her lasers and then Psylocke used her telepathic powers to knock the Juggernaut out. This is a pretty much textbook way to defeat the Juggernaut. This defeat is what led to him being in captivity in England for Excalibur #3.
Shazam could hit him with fists and his lightning all he wants, Juggernaut isn't going down. Shazam, though, would get overwhelmed by Juggernaut's strength eventually.
The character is vulnerable to mental attacks, a weakness that has been exploited via the removal of his helmet, which normally protects him from such. The Juggernaut has circumvented this weakness on occasion by wearing a metal skullcap inside his main helmet.

So while Juggernaut is much more powerful, and would normally be able to win in a fight, Colossus could convince Cyttorak to transfer his power, or even cut off Cain Marko's connection to Cyttorak. Cain Marko would be left as a normal human. Colossus would still be a powerful mutant.
In a matter of seconds. Galactus operates on a level analogous to Cyttorak, the entity who empowers the Juggernaut. He'd have no trouble crushing Juggs under his shoe.
In AVENGERS & X-MEN: AXIS (2014) #9, Loki found himself in the unfamiliar role as the hero when he confronted the inverted “evil” Thor on the moon. This version of Loki was so pure of heart that he was able to pick up Mjolnir and transform into a version of Thor.
No. The Juggernaut was defeated once by being trapped in a pool of cement. Odin is one of the most powerful beings in the Marvel Universe, with power at unbelievable levels.
For unexplained reasons, Thor remains the only one able to lift the hammer in this universe despite Odin never shown enchanting it with the "worthy" spell. Mjolnir returns in Thor: Love and Thunder (2022) with Jane Foster wielding a reconstructed version of the hammer.
There's no question the Hulk is a near-indestructible force who comes out on top in almost all of his battles of pure strength. However, against Superman, he's outmatched. While Hulk's strength might rival that of the Man of Steel, Superman's other abilities give him a considerable edge against his opponent.
Writers often take artistic licenses when dealing with Hercules' strength, as Stan Lee himself pointed out at one time. However, it is undeniable that Hercules has bested both Thor and Hulk, proving he is indeed the strongest Avenger.
Apocalypse. Apocalypse makes his way into this position on the list because he is technically stronger than the Hulk. He also has a multitude of other abilities, including telepathy, telekinesis, and shapeshifting.
