Katniss rushes forward to prevent the Peacekeeper from striking Gale again, but it is too late to stop him. Instead, she gets struck on the cheek by the whip.
Gale is whipped for poaching. Citizens of District Twelve are not supposed to enter the forest. Normally, the Peacekeepers ignore poaching because they buy the best game from the poachers. However, Gale has become a target for retribution because he is a known friend of Katniss.
He holds a hatred for the Capitol and has scars on his back from when he was whipped over 40 times in Catching Fire after being caught by the new Head Peacekeeper, Romulus Thread, illegally hunting turkey.
Katniss covers Gale with her body as the whip comes down across her face. Before the Peacekeeper can strike again Haymitch shouts for him to stop. He yells at the Peacekeeper, saying Katniss's face won't be ready for her photo shoot the next week, and it's enough to get the Peacekeeper to worry.

Does Gale marry anyone?
Gale does not marry anyone in The Hunger Games. He and Katniss talk about running away together and starting a new life in the wilderness, but they never officially marry.

Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
When Gale is most in pain is when Katniss kisses him, and this is true again as we see her answer Gale's pain with a kiss. She wants to give Gale what he wants, but she can't yet completely commit to him, as she must think of her family and Peeta and being the Mockingjay for the revolution.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
Gale is jealous of Peeta and the relationship he has with Katniss, and he wants Katniss to decide between them, though he doesn't press Katniss during her recovery in District 13. Gale is an excellent hunter and excels at setting snares and traps.
Ultimately, in Mockingjay, it was undeniable that Katniss was completely in love with Peeta. Even though both Gale and Peeta are great men who wanted the best for Katniss, there's no doubt Peeta was kinder, and more loyal and understanding. These qualities made Peeta way better as a character and as a love interest.
Even if Gale didn't intend to murder Prim specifically, he certainly intended to murder somebody. The two-phase bombs that he and Beetee invented were very clearly made with the intent of targeting medics and other civilians trying to save those wounded during the first phase of bombing.
She calls out to the man who's beating Gale to stop, but he's about to whip her again. The man, who she doesn't know, is strong and vicious. Haymitch arrives in the nick of time to rescue her and threatens the man, saying that if he doesn't stop hitting Katniss, he'll call the Capitol.
She later realizes, after a conversation with the imprisoned President Snow, that President Alma Coin sent Prim to her death (which was caused by a hovercraft by the rebels) both to sway the Capitol citizens to Coin's side by making them think Snow was bombing the children, and to swing Katniss to her side through the ...
Gale was responsible for creating weapons that would trigger a second wave of bombs to target first responders and combat healers. This invention potentially ended up killing Prim, but even if he wasn't directly responsible, Katniss found this tactic so abhorrent that she lost her affection for him.
The double bomb that kills Katniss Everdeen's sister, Primrose, was designed by two rebels: Beetee and Gale, Katniss's lifelong friend. Previously, Gale had explained that the double bombs are designed to appeal to mankind's weakness for compassion.
Although she will never know for sure, Katniss does recognize that she cannot be with Gale. She will never be able to forgive him for his idea — the parachute bombs — that killed Prim.
Katniss has always been confused by her feelings for Gale, though she used to insist she didn't think of him as more than a friend. She knows that her romance with Peeta must upset Gale, but she is still shocked when Gale kisses her in the woods after she returns home from the Games.
Gale asks Gus about the blue meth being produced by chemist Walter White. Gus explains he has reservations about hiring Walt, but Gale insists Gus hire him because of his superior product. In the present, following Walt's order, Jesse Pinkman has killed Gale to foil Gus' plot to kill them.
Katniss feels betrayed, most of all by Haymitch, who used her and Peeta. Eventually she wakes to find Gale there. He's badly injured and tells her the Capitol bombed District 12 after the Games. He got Prim and Katniss's mother out in time, but the District 12 is gone.
