Dolores Umbridge was arguably the most evil character in the Harry Potter series, sometimes more so than Lord Voldemort, mainly Harry Potter and The Order of the Phoenix.
This is what makes Umbridge's evil more sinister than Voldemort's; it is far more real, much like that which Kesey depicts through Nurse Ratched, who torments and dominates the patients in her care (and eventually sees one lobotomized).
Umbridge is slightly worse than Bellatrix, because at least Bellatrix is devoted to someone other than herself. Umbridge is completely self-serving and self-absorbed. It's also the reason why Kieran Wilcox is less evil than his girlfriend/goddess figure Piper Shaw.
Her prejudiced views toward Muggles were so vile that even Ministry workers with anti-muggle ideologies were shocked by her suggestions of how the non-magical community should be treated. Despised her Muggle mother and her Squib brother, considering them inferior to her and her father under the latter's influence.
Although Umbridge was not a Death Eater, and had no direct contact with Lord Voldemort, she showed that she was fairly in line with their goals. This was due to Umbridge's callous nature and her prejudiced beliefs, both of which were similar to Death Eater behavior.
Bellatrix was an unapologetic monster who utterly relished in the pain and torment she caused, Umbridge was a monster but a monster in a pink coat, she could hide her evil behind a fake smile and supposed civility.
Harry describes Umbridge to Sirius Black, saying that she's vile enough to be a Death Eater, despite not being one. Umbridge is also depicted to be a prejudiced person, despising half-breeds and Muggle-born witches and wizards to the point of firing Hagrid due to his half-giant birth status.
She showed a particular hatred for Harry Potter, as she had no qualms about violently punishing Harry during detentions (though it is possible Fudge told her to be harsh on him).
Though villains like Bellatrix Lestrange and Lord Voldemort himself knew they were evil, Dolores never seemed to consider this about herself. This was why she never explicitly joined the Death Eaters, despite the fact that Voldemort's anti-Muggle movement aligned with her own beliefs.
Why do people hate Dolores Umbridge more than Voldemort?
Because Umbridge is a woman, her cruelty is perceived more harshly, and people compare her to women in their lives. Thus, gender is central to the negative interpretation of Dolores Umbridge.

Before her death, Bellatrix secretly gave birth to an illegitimate daughter named Delphini, whom she conceived with her beloved master, Lord Voldemort. Delphini was conceived sometime after the Battle of the Department of Mysteries in 1996 and before the Skirmish at Malfoy Manor in 1998.
As Bellatrix and Voldemort were both killed in the Battle and Bellatrix's husband Rodolphus was imprisoned at Azkaban, Delphi was raised by Euphemia Rowle, a Death Eater. However, the life at Euphemia's was miserable for Delphi as Rowle did not really care for her and only took her in because she was paid for it.
Delphini is the child of Lord Voldemort and Bellatrix Lestrange. She was born in secret at Malfoy Manor in 1998. Voldemort and Bellatrix were killed at the Battle of Hogwarts so they did not live long enough to see their daughter grow up, leaving Delphini an orphan.
J.K. Rowling has answered this question with one of her new stories on Pottermore. In her history of Dolores Umbridge, she stated that Umbridge was in Slytherin.

When the centaurs made threatening moves, Umbridge cast "Incarcerous" on the centaur Magorian, strangling him with ropes. The centaur Bane then picked her up and carried her away deeper into the forest screaming (what happened to her beyond that, during her time with the Centaur herd until she was rescued, is unknown).
