Finally, in "Endgame" she is involved in a romantic relationship with Chakotay which includes at least three dates and a first kiss. In one alternate timeline, they married before her death, and, in another, she is killed along with the rest of the Voyager crew ("Timeless").
By the time of the series finale, "Endgame", The Doctor had managed to remove the implant, allowing Seven to pursue a relationship with Chakotay. A Chakotay cameo would, therefore, have distracted from the overall story of Admiral Jean-Luc Picard (Patrick Stewart) confronting the trauma of his past. Chakotay being at the head of a fascist government also doesn't fit with his character, as he was a member of the Maquis, which fought against Cardassian oppression.
Neelix, a Delta Quadrant native turned USS Voyager crewmember, left the ship early after finding a colony of his own species living in an asteroid. It was a surprising choice for Voyager's final season and a rarity for Star Trek. It was an actual ending.
