In The Avengers #75 (1970), Wanda Maximoff (the Scarlet Witch) rejoins the team with her brother Pietro (Quicksilver). Over time, Wanda became a love interest for Vision.

She develops a romantic relationship with Vision until he dies during the conflict with Thanos. After she is restored to life, Wanda becomes mentally unstable and uses her abilities to trap the entire town of Westview in a false reality she creates to her liking. This brings her into conflict with S.W.O.R.D.
Because Vision is an artificial being known as a Synthezoid, he's not actually capable of fathering biological children of his own. In response, Wanda magically creates two twin sons to complete their nuclear family. They were born in 1986's The Vision and the Scarlet Witch Vol.

Although Scarlet Witch finds a kindred spirit in the God of Stories, she also finds a valid reason as to why they will never truly be together. As Wanda explains in the simplest of terms, Loki will never be capable of embracing their truest self beyond the rare times it is forced upon them.
Since their debut, Vision and Wanda have been married, divorced, and separated. In different eras, Wanda dated the man Vision's brain waves were based on, almost killed her soon-to-be husband, and then finally murdered him.
When Scarlet Witch first joined the Avengers, Wanda fell in love with Captain America. Unfortunately, things didn't last long and Wanda met and fell in love with Vision. Years after, the two started to plant their seed of love.
Most of Vision's existence throughout this time is a product of Wanda's powers, but his feelings for her are real, as they had been preserved in the Mind Stone.
Having been accepted, the Vision experienced his emotions well up and materialize in the form of tears-–a testament that even an android could cry. As a dedicated member of the Avengers, the Vision proved his worth by playing a pivotal role in the outcome of numerous missions against formidable adversaries.
Vision's corpse was taken by S.W.O.R.D. and disassembled in an attempt to weaponize his remains. Vision's body was then reassembled in a white form and reactivated through a sample of Maximoff's Chaos Magic, and was employed by S.W.O.R.D. as their sentient weapon.

She had a brief flirtation with Hawkeye, however, she soon realized her true feelings for The Vision and turned down Clint's advances. In Marvel Comics, Wanda and Vision do indeed have children. As Vision is a robot, Wanda conceives their twin boys through magical means, naming their twin boys Thomas and William. However, their upbringing was anything but normal.
In the main MCU timeline, Scarlet Witch doesn't physically give birth to her kids, but she does create them as part of the illusion about what her and Vision's lives could have been.
