Hush is rumored to be the villain of The Batman: Part II. This doesn't work, though, due to Hush being too similar to Paul Dano's version of The Riddler.
Their picks included the Court of Owls — which is now being explored in The CW's Gotham Knights — as well as Hush, Mr. Freeze, and Calendar Man. With the addition of Clayface, The Batman—Part II is pretty well stocked on villains, but anything is possible given just how much content DC Studios plans to churn out.
So far, the only confirmed returning cast member for The Batman - Part II is Robert Pattinson as Bruce Wayne. Zoë Kravitz, Jeffrey Wright, and Andy Serkis will more than likely return as Catwoman, Jim Gordon, and Alfred, respectively. Barry Keoghan as Joker could also play a larger role in The Batman 2.

Later, Arthur goes to Arkham State Hospital and steals his mother's records, and finds out that he was in fact adopted, and that Thomas Wayne is not his father and that Penny is not his true mother.
In Joker, Thomas Wayne (Batman's father) and Penny Fleck (Joker's mother) are key characters. Penny claims that Thomas is actually Arthur's father. The movie wants you to guess for yourself who's telling the truth.
After stealing a rare bird statue, he and Batman got into a scuffle at his old hideout and Penguin called it quits and went back to his booth at his lounge. Once back, he was horrified that Batman got to the statue hidden in an egg he had with him, making things worse for him and vowing revenge on Batman.

Most likely, no matter how Hush shows up in the movie, he won't be the only villain since even the first film featured numerous antagonists. After all, the movie is slated to feature Clayface in his first big screen appearance. The Batman gave a very subtle yet in-your-face hint that Hush exists and is coming.
While it becomes clear that the Riddler didn't actually know Batman's identity, he certainly came closer than anyone else to cracking the mystery. The clues to uncover Batman's secret were right in front of him. The Riddler sends a package to Wayne Manor with the expectation that Bruce will open it.
