Based on Ant-Man and the Wasp: Quantumania alone, it certainly seems as though He Who Remains was the more powerful and capable variant, having succeeded where the exiled Kang epically failed.
With just the flick of a finger, Thanos could make Galactus disappear in an instant. With the might of all the Infinity Stones and his natural strength, Thanos is nearly unstoppable, and arguably no single hero or villain in the Marvel world could defeat him alone.

Kang and Doctor Doom are incredibly powerful in their own right. While Kang is a master of time with all kinds of futuristic technology at his disposal thanks to his Time Sphere and neuro-kinetic suit, Doom himself is an equal master of both sorcery and science as seen in the comics.
Galactus would win. Dormammu may be a god within the Dark Dimension but he's a fairly weak one. Doctor Strange has been able to defeat him there. Galactus is on a whole different level of power.
